ITEM EXPLANATION Taras Liskevych, head coach of the U.S.A. Women's National Volleyball Team, addressed the Parks and Recreation Commission on June 19, 1989, regarding a proposal to build a national volleyball center in one of the city's future community parks. His initial proposal (Exhibit l), which would require approximately 4-7 acres of parkland, consisted of a multi-use gymnasium that would be made available to the general public, a sports medicine/fitness and health center, outdoor sand volleyball arena, office space, and parking for 100 cars. Mr. Liskevych further' stated the volleyball center could bring together several volleyball organizations that share information, create and staff an information center, pub1 ish materials and magazines, organize events and promote the sport in general. The construction of the complex would be funded by private entities such as corporate sponsors, foundations, and/or private developer investments. Mr. Liskevych acknowledged leases and joint use and operation agreements would be necessary to define more specific terms and conditions for the construction and joint-use of such a complex. The benefit to Carl sbad for accommodating this proposal would a1 1 ow for community use of the facility, attract revenues, and provide local, state, national, and worldwide recognition. Mr. Liskevych indicated the center could provide a training site and competitive arena for world class voll eyball pl ayers and a number of organizations incl uding U. S.A. teams and professional entities. After discussion, the Commission directed staff to explore the possibility of incorporating a volleyball training center into a community park site and return at a future meeting with more specific information including location, funding, schedul ing, development costs, maintenance and operation, development timeline, and displacement of recreational amenities if this proposal were constructed. During staff discussions with Mr. Liskevych to address the Commission's concerns, he proposed an a1 ternat i ve development pl an (Exhibit 2). In addition to the initial proposal, this alternative included an events/convention facility requiring additional parking and a total site requirement of 15-20 acres. Staff returned to the Commission on October 16, 1989, with a report outlining the two (2) alternative proposals and further information as requested by the Commission on June 19. The attached report (Exhibit 3) will provide general information; however, it was acknowledged by staff, Mr. Liskevych, and the Commission that this issue would require further discussion in order to establish a detailed development proposal including c AB# Page 2 a feasibility study, financial proforma, and lease/joint use/maintenance agreements. By a vote of 6-1, the Parks and Recreation Commission accepted in concept, for further exploration and research, the possibility of a national volleyball center and events/convention facility in Carlsbad. Mr. Liskevych has expressed a willingness to prepare a more detailed development proposal, with input from staff, and return at a 1 ater date for further consideration. FISCAL IMPACT Mr. Liskevych has estimated that the construction costs may range from 4 to 25 mi 11 ion dol 1 ars dependi ng on which a1 ternati ve i s recommended. Women’s National Volleyball team addressed the Parks and Recreation Commission on June 19, 1989, to see if there was an interest from the City in donating or leasing 4-7 acres of future community parkland for a National Volleyball Center that could be jointly used by the general public. The Commission directed staff to explore the possibility of incorporating a National Volleyball Center into one of the community park areas and return with a report at a future Parks and Recreation Commission meeting. .‘ -\ ‘a,( , Proposal Mr. Liskevch is proposing two (2) alternatives for consideration: (Alt. 1.) National Volleyball Center (5 acres), consisting of the \ following: a. Practice facility/multi-purpose gym - approx. 25,000 square feet. b, Sports medicine, fitness and health center - approx. 10,000 square feet. c. Office space - approx. 10,000 square feet. d. Outdoor sand volleyball and seating area - approx. 20,000 square feet. e. Parking (estimate) 100 cars, 40,000 square feet. Total building and parking area required approx. 2.41 acres. National Volleyball Center and Events/Convention Facility (15-20 acres), consisting of the following: a. Events facility/convention facility with seating for 5,000 people - approx. 37,000 square feet. b. Sports medicine, fitness and health center - approx. 10,000 square feet. c. Practice facility - approx. 25,000 square feet. d. Office space - approx. 10,000 square feet. e. Outdoor sand volleyball and seating area - approx. 20,000 square feet. f. Parking (estimate) 1,200 cars, 480,000 square feet or 11 acres. Total building and parking area required, 13.36 acres. Total all areas require approx. 15-20 acres (includes landscape and building set backs). Mr. Liskevch indicated that the U.S.A. team has no commitment to the Olympic facility that is being considered at the Otay Lakes Complex. He stated that funds to construct the volleyball center in Carlsbad would be generated through the private sector and that the training facility could be used by the public on a predetermined basis. He envisioned the Olympic team utilizing the facility from 7:OO a.m. to 12:OO Noon five days per week, and the community using the facility the remaining hours. The Commission discussed Mr. Liskevch’s proposal and had several issues they wanted further information on, i .e. , location, funding, scheduling development costs, maintenance and operation, timing and what recreational amenities may be displaced by the development of this facility in a future community park. Public use - (12:OO Noon to 1O:OO p.m.), weekdays, Saturday and Sunday (8:OO a.m. to 1O:OO p.m.), with the exception of predetermined use by National Volleyball Center and public special events. (2 Use Fee 1. No cost to the City for use of gymnasium - City may be required to pay for supervision and a proportionate cost of maintenance and operation. This cost would be offset by program fees, similar to current fee supported recreation programs. 2. Use of other national volleyball facilities may be open to the public at a to be determined time and use fee. Land The proposal would be to enter into an agreement with the City for use of future parkland for the National Volley Center and or Events/Convention facility. Development Time Line Not determined at this time. Who Pays for Maintenance and ODeration of the Buildinq Facility The City may be required to pay for only a proportional maintenance cost of the use of the gym.
