lTEM EXPLANATION:
The City Council in late 1986 requested that staff explore the possibility of a standards
variance for Adams Street between Harrison Street and Park Drive. It was expressed
at that time that the hillside nature of this segment of roadway would warrant a
refined design to minimize potential grading impacts.
During the past few months staff has been working with property owners, the Traffic
Safety Commission and the Planning Commission to review standards alternatives. A
number of options have been explored involving different street widths, edge treatments
and pedestrian facilities. These alternatives are more fully explored in the attached
Planning Commission staff report.
Review has reduced the options down to three alternatives:
1. Alternative A: Do nothing to the street (property owners
recommendation).
2. Alternative F Twenty-eight foot roadway with sidewalk along the Lagoon
side of the road and no provisions for bike lanes (Traffic Safety
Commission recommendation).
3. Alternarive D: Thirty-four foot roadway with sidewalk and bike lanes on
both sides of the street (Planning Commission and Staff
recommendation).
The Planning Commission, Traffic Safety Commission and staff all agree that
conventional curb, gutter and sidewalk utilizing a coloring agent should be applied on
this street.
Staff is further recommending that with any option the City continue to require a full
60 foot right of way dedication to accommodate a meandering centerline. This will
allow the road to be engineered to minimize grading impacts.
Staff feels that design and construction of the roadway should be planned as one
project to be managed by the City. Alternative funding methods would be explored in
the future.

FISCAL IMPACX
Adams Street construction unless subsidized by the City will be the responsibility of the
property owners and developers. A number of properties are currently obligated with
Future Improvement Agreements, and a number of others have yet to develop and will
be required to secure or construct improvements in the future.
Staff believes that in order to promote the most environmentally sensitive design and
to avoid piecemeal construction, the City should take a leadership role in design and
project development. This could involve reviewing potential options for assessment
districts or other cooperative funding approaches and preparation of design plans.
Preliminary cost estimates for the three alternatives are listed below:

To begin the process of project development, staff will be proposing that approximately
$SO,OOO in General Capital Construction funds be budgeted in the 1990-91 C.I.P. to
fund design of this roadway segment. It is expected that these funds would be
reimbursed by property owners either through an assessment district or fee levied at
the time of development.
During the design process, staff will explore alternative financial options and project
phasing. Upon completion of these studies an implementation program will be
proposed.

RESOLUTION NO. 89-412
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, GRANTING A STANDARDS VARIANCE FOR ADAMS STREET
BETWEEN HARRISON STREET AND PARK DRWE.
WHEREAS, City Council has requested that staff investigate the possibility of
developing a special hillside standard for Adams Street between Harrison Street and Park
Drive; and
WHEREAS, staff has developed alternative standards for the portion of Adams
Street which are acceptable to the City from a liability standpoint; and
WHEREAS, the Planning Commission has voted to recommend that the ultimate
design width for that portion of Adams Street be reduced and that concrete used for curb
and gutter be colored.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of
Carlsbad as follows:

That the above recitations are true and correct.
That the City Council approves reducing the curb to curb width on Adams
Street between Harrison Street and Park Drive from 40 feet to 34 feet, allowing slope
encroachments into the public right-of-way and ordering the use of colored concrete for
curb, gutter and sidewalk improvements. Sidewalk improvements are to be constructed
only on that side of the street which is nearest to the lagoon.
C. That the City Council directs staff to continue the requirement for 60 foot
dedications on Adams Street between Harrison Street and Park Drive to accommodate a
meandering centerline.

to explore alternative design standards for Adams Street from Harrison
Street to Park Drive.
I. RECOMMENDATION
That Planning Commission Adopt Resolution No. 2922 granting a standards variance for
Adams Street from Hamson Street to Park Drive.
rr. PROJECT DESCRIPTION AND BACKGROUND
At their meeting of November 4, 1986, in response to requests from developers and
residents along Adams Street, the City Council requested that staff investigate the
possibility of developing a special hillside standard for Adams Street between Hamson
Street and Park Drive.
Adams Street through this segment is currently classified as a collector street with a 60
foot right-of-way and a 40 foot curb-to-curb width. Segments of the street on the
northwest corner of Adams Street and Park Drive were recently constructed to this
standard.
Adams Street is currently a narrow asphalt roadway typically 20 to 24 feet wide with no
curb, gutter or sidewalk and no special provisions for bicyclists. The street currently
carries approximately 1,000 trips per day, with a total ultimate traffic projected at
between 1500 and 2000 average daily trips (ADT).
Residents and property owners along the street have submitted a petition (see attached)
requesting that the street remain in its current configuration with no improvements.

111. ANALYSIS
In granting a standards variance the Commission is to determine:
1. That there are extraordinary or unusual circumstances’ or conditions applicable to
the situation of surrounding property necessitating a variance of the standards.
2. That the granting of such variance will not cause substantial drainage problems.
3. That the granting of such variance will not conflict with existing or future traffic
and parking demands or pedestrian or bicycle use.
4. That the granting of such variance will not be detrimental to the public welfare
or injurious to the property or improvements in the vicinity in which the variance
is granted.
5. That the granting of such variance will not adversely affect the comprehensive
general plan.
In making this determination, the Commission must consider three variables:
1. Street Width
A. travel lanes
B. parking lanes
C. bike lanes
2. Extent of sidewalk improvements.
3. Character of curb, gutter and sidewalk construction.
Street Width
The current standard width of 40 foot curb-to-curb provides adequate width for two 12
foot travel lanes and 8 foot combination parking and bike lanes on both sides of the
street. Three alternative street widths have been identified:

Retain existing substandard 20-24 foot width.
Widen roadway to 28 feet to provide for two standard 14 foot travel lanes with
no provision for parking or bike lanes.
Widen roadway to 34 feet with provision for two 12 foot travel lanes with 5 foot
bike lanes on either side. (see attached Alternatives).

Sidewalks
Three options exist:
No sidewalk
w Sidewalk both sides
Sidewalk one side
Sidewalks require a 5 foot flat area which can significantly increase grading.
Improvement Construction
Concern has been raised that formal concrete curb, gutter and sidewalk destroy the rural
character of this roadway. Options available are: (1) No edge treatment except striping.
(2) Provision of asphalt berms and sidewalks. Add coloring agent to concrete
improvements to blend them more closely to the terrain coloring. (3)
STAFF RECOMMENDATION
The Engineering staff and the Traffic Safety Coordinating Committee recommend that the
Commission grant the standards variance and approve reduction of the street width from
40 feet to 34 feet curb-to-curb. This width provides for two travel lanes and standard
five foot bike lanes on both sides of the street.
Staff further feels that sidewalks should be provided on both sides of the street to provide
for maximum pedestrian convenience and safety.
Finally, the staff recommends that conventional concrete curb, gutter and sidewalk be
utilized with an earth tone coloring. This option provides a contrasting edge treatment
to delineate the roadway and also provides a lower maintenance, more durable roadway
edge than would be provided by an asphalt berm and sidewalk.
Removal of curb, gutter and sidewalk increases drainage problems, allows random access
to hillside areas, fails to delineate the roadway edge and makes no provision for
pedestrian access to this scenic corridor.

Staff is supporting the variance in order to reduce grading impacts to the hillside area.
The sidehill road configuration requires significant cut and fills to accommodate a
basically flat road section. The wider the road prism, the more significant the grading
impacts become.
The staff recommended alternative is attached as Alternative D. This option reduces the
overall typical grading width by 13 feet, from 60 feet to 47 feet. Construction of the
roadway will likely involve the use of crib walls and meandering of the centerline to
minimize sidehill fills and to reduce overall grading impacts.
Staff recommends that we continue to receive full 60 foot dedications until the final road
alignment plans have been completed.
TRAFFIC SAFETY COMMISSION RECOMMENDATION
The Traffic Safety Commission (TSC) reviewed the staff report and recommendation and
heard testimony from the property owners along the street.
The TSC approved the attached Alternative F providing for a 28 foot roadway with a 5
foot sidewalk on the lagoon edge of the road only.
TSC upheld the staff recommendation requiring concrete curb, gutter and sidewalk
incorporating earth tone coloring.
In making their deliberation, the TSC felt the elimination of the bicycle lanes was justified
because the Agua Hedionda Land Use Plan designated the primary bike lane to follow
along the lagoon edge with a separated bike lane extending from Park Drive to Hoover
Street (See attached trail plan).
Staff disagrees with the TSC. No trail currently exists along the lagoon and may not for
sometime. In the interim, all bicycle traffic will utilize Adams Street. Upon completion
of the dedicated trail, it is doubtful if much traffic would be diverted to that circuitous
routing. As a secondary bike route and a scenic corridor Adams Street will always act
as a significant bicycle link warranting provision of bicycle lanes.
Attached for Commission information are all options considered in the review process as
well as minutes of the Traffic Safety Commission meetings and other pertinent data.

Mr. Johnson stated that Council discussed "no parking"
on Manzano Drlve, and staff has talked wlth Balley
Noble and other residents and this item wlII come back
to this Commission.
Council Member Larson asked staff to Investigate the
posslblllty of reducing the speed on the curved portlon
of Carlsbad Boulevard under Palomar Airport Road.

Mr. Johnson reported that last Tuesday two ordlnances
were adopted for "no park I ng" on Cannon and Poi nsett la
Lane. Those ordinances wlII be In effect 30 days from
last Tuesday.
MINUTE
NEW BUSINESS:
A. Adams Street - Harrison Street to Park Drive -
Request to establish a rural road standard.
City Engineer Lloyd Hubbs gave the initial staff report
on this Item, stating this Commission would make a
recommendation and the item would go to the Planning
Commission and to Council for a final decision on the
classification of Adams Street. The alternatives arrived at for this area were taken out to the
community for input, and this information was included
in the packet. The homeowners on Adams Street
circulated petitions and their preference is to leave
the street "as is". The citizens In that area would I ike mre traff ic control devices to be instal led along
Adam Street and additional signing.
Mr. Hubbs presented slides to how the area of study and
the condition of the roadways. He also showed the
Alternatives arrived at by staff, and stated that staff
recommendation was Alternative D, which would widen the
street to 34 feet, stripe for a bike lane, add concrete
curb and gutter and concrete sidewalk on one side,
with parking at specified locations with addition of
parking bays. He added that the concrete would be buff
colored, as recommended by the Traffic Safety
Coordinating Committee.
Bob Johnson, Traffic Engineer, continued the report,
stating there was one change in the Condition Diagram
contained in the packet; that was at Hoover and Adams,
on the east side, the symbol should be R 1-2 to
indicate a yield sign rather than a stop sign.
Mr. Johnson explained that the intersection of Hoover
and Adam does not meet warrants for stop signs; also
Highland and Adam does not meet stop sign warrants.
Parking is not a problem at this time, and staff felt
no additional signs were needed. Also, staff felt no
additional regulatory signs were needed in that area.
Barton Lefferdlnk, 4576 R Cove Drive, stated that if
the road were widened as recommended, this would then
be 15 feet from h Is bedroom and wou I d be even closer to some of his neighbors' homes. He felt a cost estimate
should be made as to the cost of this widening before
any action was taken; also consideration should be '
given to destroying the residents' properties.
Thelma Hayes, 580 Laguna, spoke In support of
Alternative D, stating this should help further the
Pedestrian Action Plan by providing safety for
pedestrians In this area. It also would accommodate
the cars, bikes, runners and children. She felt the
children must have a safe place to walk, and although
the view is important to the residents in that area,
that view is for everyone to enjoy and should be
shared.

Lee Alton, 4380 Adams, questloned spendlng money for
reports on somethlng that none of the resldents In that area want. He stated that at one tlme a bike path was
planned along the edge of the lagoon, and he felt that
blke path would be much safer than one along the
street. Mr. Alton suggested that alternative be
studied before any more money was spent on changes In
Adam Street that no one wants.
Ren Hatfleld, 1832 Fairway Clrcle Drive, Lake San
Marcos, President of the North County Cycle Club, spoke
representing the Club, and stated their support for
Alternatlve D. He sald this area is avoided now
because It Is dangerous, and thls would be a good
substitute for ridlng on Carlsbad Boulevard.
Greg Rusing, 4310 Brooks Way, spoke In favor of
Alternative €3, stating hls preference for a rural area.
He added the residents on Adams want to slow the
traffic down, as there Is a lot of speeding In that
area. He felt the speed llmlt should be lowered and
more stop signs and regulatory signs Installed.
Mr. Ruslng stated he did not want people parking above
hls house, as they could then look down into his home.
Brook Olsen, 4320 Brooks Way, spoke representing
several of the residents In the area, statlng there
would be extensive cut and fill necessary to wlden the
road. He sald the resldents llke the rural atmosphere
and want to retain It. Mr. Olsen sald the street does
need to be wldened, but he did not want curb, gutters
and sldewalks. He felt any such improvements would be
done plecemeal as development occurs, maklng a street
wide In some places and narrow in others. He supported Alternatlve 8.
Commlssloner Fuller inquired about the blke path by the
lagoon, and staff Indicated thls Is In the plans, and
the easements are being obtained at thls time. In
answer to Commissioner Fuller's query, Mr. Hubbs agreed
that the path by the lagoon would require less cut and
fill than widening the road to contaln a blke lane.
Commlssloner Fuller stated he felt only one slrlewalk
was needed; on the view slde of the street. He stated
he favored Alternative C, and could not support a blke
lane on the road, as the envlronmental aspect would be
damaging In wldenlng the road.
Commlssloner Ward stated safety was her flrst concern,
and although she understood the resldents' desire to
have a rural atmosphere, she supported pedestrian
safety and sldewalks and supported Alternative D.
Commlssloner Herrlng sald that if the road were left as
it Is, it would only deteriorate more. He said he did
not see this area as a speedway, as It Is not bullt for fast driving. He felt the sight dlstance at Adams and
Highland should be improved and agreed wlth
Commissioner Fuller that the blke lane should be placed
by the lagoon. He preferred one sidewalk and a proper

and streets. That area needs to be made safe, and she
supported sidewalks and curbs on both sides of the
street. Mrs. Melldeo stated she supported Alternative D.
In response to Commission query regardlng parking, Mr.
Hubbs replied that the parking was for the homeowners
in all areas except the view points.
Motion was made to approve Alternative D.

Minutes of the Meeting held May 1, 19899, were

ORAL COMMUNICATIONS:
LI 1 llan Lawman, 1708 Bonita Lane, addressed the
Commission stating she had concern on two issues; one
that there are no speed limits posted on Val ley Street,
and the speeding Is dangerous to the children walking
there. She would like speed llmlt signs there.
The second Issue Ms. Lawman brought forth was the slze
of commercial vehicles. She said the street Is narrow
and the large trucks would not be able to stop to avoid
hitting chlldren walking there on Valley Street between
Elm and Basswood.
Bob Johnson stated that if a street does not qual Ify as
a residential street, then the speed limit has to be
placed by a speed survey. He wiI I conduct studies In
this area and bring a report to the next meeting.
Kim Marie Sell, 3228 Valley Street, concurred with Ms.
Lawman and added she had witnessed the excesslve
speeding and felt something needed to be done.

City Engineer Lloyd Hubbs gave the staff report as
contalned in the packet, stating orlglnally staff had

Mr. Hubbs showed the alternatlve on a transparency and
relterated that staff stlll recommended Alternatlve D.
Commlssloner Fuller sald that the grading would be
reduced by 9 feet, rather than the 6 feet listed In the
report, If Alternatlve F were approved.
Chairperson Melldeo opened the Publlc Hearing at 3:13
p.m., and Issued the Invitation to speak.
Tom Frey, 1840 East Polnte, spoke In opposltlon to
staff's recommendatlon, statlng that the blke lane
along the lagoon would take care of that need. He did
not feel that sldwalks on the embankment would help, as
that Is an erosion area and a fl I I area. Mr. Frey
sald If the street Is to be wldened, It should be from
the east slde, as there are no houses on the east slde
of Adams. He relterated that the blke route Is the
most dangerous he could thlnk of.
Marjorie Monroy, 3610 Carlsbad Boulevard, spoke In
favor of staff's orlglnal recommendatlon, statlng that
meets the requl rements of the Pedestr I an C lrcu lat Ion
Plan, whlch thls Commlsslon recently adopted. Mrs.
Monroy stated she Ts a walker and can attest to the
fact that thls Is a well-used area. It Is rather
unsafe at the present tlme, but Alternatlve D would
make It less so.
Lew Pritten, 330 Chlnquapln, representlng the North
County Cycle Club, spoke in favor of Alternatlve
F.

Mr. Prltten recommended Alternatlve F, wlth only one
sldewalk on the west slde of Adams, as that Is where

Mr. Prltten recommended a stop slgn at Adam and Hoover
and one at Adams and Hlghland. He sald the cars golng
south on Adams can be broadslded by cars drlvlng north. The steep slope of Adams causes a slght problem at the
corner of Highland.
Mr. Prltten recommended a small blke lane on the
hlllslde sectlon of the halrpln curve above Cove Drlve
to allow for the slowing of blke rides. He sald It Is
dlfflcult to say whether It Is mre dangerous to have a
bike lane on a busy street or none on a non-busy
street.

work out a compromise that would be acceptable to both
the City and the residents, that Engineering could live wlth. He said that Alternative F Is a comprmise, but
still leaves out some things that concern the citizens
of Carlsbad. If this area Is brought up to ''City Standards", it defeats the purpose. This is a pleasant

Jeffry Brusseau, 4607 Park Drlve, #C, stated he moved
here because of the rural area and I ivlng on the lagoon. He felt additional studies need to take place
in this residential area before this Is made into a
scenic freeway or heavily traveled road. Mr. Brusseau
felt additional consideration should be given to the
amount of retaining walls necessary with the wldenlng.
He would like to see a bike lane and some kind of a meandering sldewaik throuughout the area. Also,
estimates of the costs should be carefully studied,
since an assessment district would be costly to the
neighborhood.
Mr. Brusseau stated he would hate to see stop signals,
as this might cause additlonal problems with the
traffic, such as rear collisions.
Marion Lefferdlnk, 4576 B Cove Drlve, representing Bristol Cove, stated If Adams Street is widened, or a
wall installed, she would have a crib wall right
outside the bedroom wlndows. She stated she
represented three units and those people would not be
able to sell their units with a wall outside the
wlndows. This would devaluate their property and be an
enormous hardship on the owners.
Mr. Hubbs stated that there would be a need to vary the
center line, and it was the intent to widen the.street on the inside and avoid fl I Is. The street was not
being done as a conventional standard City street, as
It was reduced to 36 feet.
Commissioner Fuller said that whatever plan Is adopted,
the center line could be varied throughout the area to
minimize the cuts and fill. The people In the condos
should be aware that It might not be possible to put a
section of road through there, and there can be
variances throughout the area. He sald that staff was
aware of the constrictions due to the slopes and homes,
and must make adjustments.

Commissioner Fuller stated his support for Alternatlve F.
Commissioner Ward asked why Adam Street was under
conslderatlon, since all the streets In that area are
substandard and Adam is not a principal col lector
street, and the traffic, both vehicle and pedestrlan,
is not heavy.
City Engineer Hubbs replied that Council had requested
this because of development that was occurring there.
I n answer to query regarding the steep slopes, Mr.
Hubbs polnted out the areas on a transparency, and
stated the height of the retaining wails would vary.
Commissioner Herring stated this was not a heavy-
traffic area and he favored Alternatlve F. That
Alternatlve would give a good solid control of the
road, with an opportunity for a sidewalk on the lagoon
side and not have the impact of a major street. He
felt this Alternative would give safety to some degree
and would be the least costly. Mr. Herring agreed with
a stop sign at Adam and Highland, due to the sight
problem.
Commissioner Ward said a stop sign at Adams and
Highland would make It worse, as it 1s bllnd and on a
curve.
Chalrperson Melldeo stated that the blind spot has been
taken care of by actions of this Commission at the last
meet I ng.
Bob Johnson stated that the slope will be shaved off to
improve the sight dlstance. However, there are no
plans at this tlme to re-design the intersection.
Chairperson Melideo stated she favored Alternative D,
as this Commission must consider everyone and make the
streets safe and accessible to everyone.
Commissioner Fuller made a mtion to adopt Alternative
F, using suitable colored concrete, and a third bike path on Adam Street from Hoover to Park Drive be
recommended for elimination from the Master Plan.
Commissioner Herring seconded the mtion.
Commissioner O'Day suggested ping along with
Alternatlve 0 and let the Councl I decide, or leave the street alone.
Motion was made to recommend Alternative F; with an
elimination of the bike path on Adam Street from Hoover to Park Drive.
No action was taken due to a tie vote.
Commlssloner Ward said she would like to see a plan for
the entire area, not just Adams Street.

City Engineer Lloyd Hubbs stated that al I Alternatives
were acceptable from a Ilability standpoint; with the
only difference a consideration of the area and the
desires of the residents. The intent of staff was to have something on record when development does occur.
Commissioner O'Day commented that this improvement
would probably involve an assessment district and there
would be hearings at that time and time for the
residents to voice their concerns.
The Traffic Safety Commission recommended adoption of
Alternative F, which would provide a sidewalk on the
lagoon side of Adam Street and el lmlnate the designated
bike lane. The roadway would be reduced to 28 feet
curb-to-curb, with the graded area 38 feet. The
concrete used for curb and gutters would be earth-
tone or a color that would blend into the surroundings.
Chairperson Melldeo stated this left out two major
areas in the City--bikers and walkers.
B. Manzano Drive - Request to establish a NO PARKING
zone on both sides of the street.
Bob Johnson gave the staff report using a transparency
to show Manzano Drive. He stated the Terramar
Homeowners Association was in favor of establishing a
NO PARKING zone on both sides of the stret.
Bailey Noble, 5470 Los Robles Drive, representing
Terramar Association, stated that the Association was
in favor of the recommendation for NO PARKING on both
sides of Manzano Drive.
The Traff ic Safety Commisslon adopted the recommendation
of the Traffic Safety Coordinating Committee to establish a NO PARKING zone on both sides of Manzano
Drlve from Carlsbad Boulevard to El Arbol Drlve.
C. Carlsbad Founders' Day - Request for comments.
A letter from Mayor Lewis asked for Commission comments
on the suggestion to establlsh a Founders' Day.
Commission consensus was to have this as a blrthday
party on a speclf Ic day and honor anyone that has
served the City. This would be planned by a Committee
appointed by Counci I.
REPORT FROM TRAFFIC SAFETY COMMISSIONERS:
Commissioner Herring expressed his concern about the
difficulty in turning onto Elm Avenue or crossing It at
the intersections, except at the signal at Harding
Street. Mr. Johnson said that would be taken care of
with the streetscape.

REPORT FROM TRAFFIC ENGINEER:
Rob Johnson reported that the July meeting would be
scheduled for July 3, 1989, and he asked for input from
the Commissioners about delaying the meeting untl I
July 10. The consensus of the Commlsslon was to hold
the meeting on July 10, 1989.
Mr. Johnson reported that Chapter 10 of the Municipal
Code has been updated and the Commissioners wi I I be
receiving copies In the mail this comlng week.

Planning Commission Resolution No. 2927 approving a five
year extension of CUP 260, based on the findings and subject
to the conditions contained therein.

Standards Variance for Adams Street between Harrison
Street and Park Drive.
CITY OF CARLSBAD - Request for approval of a
Lloyd Hubbs, City Engineer, reviewed the background of the
request and stated that in November 1986 the City Council
requested staff to investigate the possibility of developing
a special hillside standard for Adams Street between Harrison
Street and Park Drive. Adam Street is currently classified
as a collector street and is a narrow asphalt roadway with no
curb, gutter, sidewalk, or bicycle lane. The street carries
approximately 1,000 trips per day and is projected for 1,500
to 2,000 ADT's. Mr. Hubbs suggested three options:
(1) retain the existing substandard 20-24' street width;
(2) widen the roadway to 28' to provide for two standard 14'
travel lanes with no provision for parking or bike lanes; or
(3) widen the roadway to 34' with provision for two 12'
travel lanes with 5' bike lanes on either side.
The Engineering staff and the Traffic Safety Coordinating
Committee recommend that the Commission approve option (3) to
widen the roadway to 34' with provision for two 12' travel
lanes with 5' bike lanes on either side. Staff further feels
that sidewalks should be provided on both sides of the street
to provide maximum pedestrian convenience and safety.
Finally, staff recommends that conventional concrete curb,
gutter and sidewalk be utilized with an earth tone coloring.
The Traffic Safety Commission has heard testimony from the
property owners along the street, the majority of which would
prefer option (3) to widen the roadway to 28' to provide for
two standard 14' travel lanes with no provision for parking
or bike lanes. After the testimony, the Traffic Safety
Commission approved the 28' roadway with a 5' sidewalk along
the lagoon edge of the road only and upheld the staff
recommendation for concrete curb, gutter, and sidewalks with
earth tone coloring. The Traffic Safety Commission felt the
elimination of the biq7cle ~ZEES dmg Ade~ Street was
justified because a bicycle lane is tentatively planned along
the lagoon edge in conjunction with a future trail system;
however, staff disagrees with this conclusion because the
trail system may not occur for some time and there will
always be bicycle traffic along Adams.
Mr. Hubbs showed slides of Adams Street where the
improvements are recoannended.
Commissioner Erwin inquired as to the reasons for the earth
tone coloring of the curb, gutters, and sidewalks. Mr. Hubbs
replied that it blends better with the earth tones of the
hillsides.

the way it currently exists and therefore supports the
recommendation of the Traffic Safety Commission.
Brook Olson, 4320 Brooks Way, Carlsbad, addressed the
Commission and stated that this improvement will place a
tremendous financial burden on the homeowners. He doesn't
feel the widening of the road will work because it will
encroach into the yards of the property owners and noted that
the street would run right alongside one of the homes which
has a pool, giving the homeowner no privacy.
Barbara Mead, 4140 Adams, Carlsbad, addressed the Commission
and stated that she feels that Adams Street is a special
street that needs special treatment and most of the residents
wish to keep Adams Street the way it currently is. She feels
the lagoon side could support a sidewalk but she does not
want to see Adams Street widened. She would like to see the

Commission members.

replied that asphalt tends to deteriorate with abuse and
weathering while concrete is longer-lasting.
Chairman Hall requested staff to address the problems
mentioned regarding the driveway approaches. Mr. Hubbs
replied that the staff recommendation allows more room for
forgiveness than a narrower street without a sidewalk or
bicycle lane.

and that staff can design around the yards.
Commissioner McFadden stated that she lives in this general
area and thinks that Adams is a very dangerous road even
though it is scenic. She thinks the staff recommendation is
good and that staff will be very sensitive to the property
owners and the terrain. She would like to see Adams built to
standard.

IMPROVEMENTS PLAN - A request for approval of a City
Council Policy to establish guidelines for the
allocation of "excess" dwelling units; and, a request
for approval of a Citywide Facilities and Improvements
Plan Amendment to correct the existing (1986) dwelling
unit totals.

staff report is self explanatory and would be happy to answer
