ADVERTISEMENT FOR BIDS MONROE STREET IMPROVEMENTS PROJECT NO. 3308
RECOMMENDED ACTION:
Adopt Resolution No. 8q-Y 18 approving plans and specifications,
authorizing the City Clerk to advertise for bids for the construction of the Monroe Street improvements, and appropriating project funds.
ITEM EXPLANATION:
On June 7, 1988, the City Council approved the issuance of Certificates of Participation for the purchase of Hosp Grove which included the appropriation of $650,000 from the Hosp Grove bond
sale for the improvements to Monroe and Marron Streets.
Improvements are to include the widening of approximately 1,300 feet of Monroe Street between Hosp Way and Marron, installation of
substantial storm drain improvements, and construction of modifications to the traffic signal and intersection configuration at Monroe and Marron.
The plans, specifications, and contract documents for the
improvements have been recently completed and are now ready for advertisement of construction bids. Staff recommends the City
Council approve the project plans and specifications and authorize the advertisement of construction bids. Construction of the improvements will not begin until approximately February 1, 1990,
and therefore not conflict with the heavy Christmas season traffic volumes on Marron and Monroe Streets.
As a condition of previous development, May Centers, Incorporated is required to remove the desiltation basins along the south side of Marron Road at Monroe Street. During the design of the City's
improvements to Monroe Street, May Centers' representatives were
contacted regarding this obligation in an attempt to coordinate the
private work with the Cityls public works improvements. May Centers representatives indicated they are aware and acknowledge the ongoing obligation regarding the desiltation basins and have electedto investigate satisfaction ofthis obligation on their own and at a future date. The City's improvements to Monroe Street will not be adversely affected in any way when the private work is later undertaken. Staff recommends proceeding at this time to construct the street improvements on Monroe Street.
ENVIRONMENTAL REVIEW:
The Planning Director has issued a Negative Environmental Declaration on June 23, 1989, finding the proposed improvements to Monroe Street will not have adverse environmental impacts and that
the project is in compliance with the Guidelines for Implementation of the California Environmental Quality Act and the Environmental Protection Ordinance of the City of Carlsbad.

GENERAL PLAN CONSISTENCY:
The proposed improvements to Monroe Street, as an element of the
Carlsbad Capital Improvement Program Budget, have been determined
in prior reviews by the Planning Commission to be consistent with
the Carlsbad General Plan.
FISCAL IMPACT:
The City Council has previously appropriated $650,000 in the 1988-
1989 Capital Improvement Program Budget for the construction of
this project .
Additionally, on February 21, 1989, the City Council approved Resolution No. 89-48, authorizing staff to pursue Transnet Local Sales Tax Revenue Funds from SANDAG for constructing bicycle lanes on Monroe Street. SANDAG has previously approved the City's application for funds in the amount of $44,100 to be applied to this project on a reimbursement basis. Staff recommends the appropriation of these funds to the project account.
Also, staff has submitted an application to CALTRANS for State- Local Transportation Demonstration Program funds for this project. Please reference attached Exhibit 4. The amount of additional funds, beyond those for the bicycle lanes, will be established and reported by CALTRANS to the State Legislature by May 1, 1990. The Legislature intends to appropriate the State's share of participating funds for all qualified projects statewide by June
30, 1990. It is likely that the construction of this project will
be completed by May 1, 1990, therefore, the State's participation would be on a reimbursement basis to be determined at a later date.
Attached is a letter dated July 19, 1989, from the State of
California, Department of Transportation, indicating the City's project application has been formally accepted. When and if
reimbursement is received from CALTRANS, funds will be returned to the Hosp Grove Bond Fund and used to offset future lease payments.
The following is an estimate of the total project costs prior to receipt of competitive construction bids:

RESOLUTION NO. 89-418
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE ADVERTISEMENT OF BIDS FOR THE CONSTRUC- TION OF IMPROVEMENTS TO MONROE DRIVE, PROJECT NO. 3308 AND APPROPRIATING FUNDS
WHEREAS, the City Council of the City of Carlsbad has
determined it necessary, desirable, and in the public interest to
construct improvements to Monroe Street; and
WHEREAS, plans, specifications, and contract documents
for the furnishing of all, labor, materials, tools, equipment,
transportation, and other expenses necessary or incidental for said
project, Project No. 3308, have been prepared and are on file in
the Municipal Projects Department of the City of Carlsbad; and
WHEREAS, the City Council of the City of Carlsbad has
previously appropriated $650,000 for said project; and
WHEREAS, construction of said improvements is a matter
of public necessity and safety; and
WHEREAS, the San Diego Association of Governments
(SANDAG) has approved the City application for Transnet Project
Funding in the amount of $44,100 to be applied for the construction
of bicycle lanes for this project.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract
documents as presented are hereby approved.

3. That the City Clerk of the City of Carlsbad is
hereby authorized and directed to proceed to publish, in accordance
with law, Notice to Contractors inviting bids forthe construction
of road improvements to Monroe Street, Project No. 3308, in
accordance with the plans, specifications, and contract documents
hereinabove referred.
4. That the City Council does hereby appropriate to the
Project Account 3308, the amount of $44,100 representing the
approved SANDAG Transnet Project Funds to be reimbursed to the City
following completion of the project.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 5th day of December , 1989,
by the following vote, to wit:
