HomeMy WebLinkAbout1989-12-05; City Council; 10397; Authorized to bid installation of Traffic SignalsCITx OF CARLSBAD - AGEND-BILL OF TRAFFIC SIGNALS AT CERREZO & CARLSBAD BOULEVARD AND MONROE & RECOMMENDED ACTION: Adopt Resolution No. 89-qI7 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the Cerrezo Drive and Carlsbad Boulevard, and Monroe Street and Chestnut Avenue traffic signal systems, Project Nos. 3333 and 3318. ITEM EXPLANATION: On May 16, 1989, the City Council adopted Resolution No. 89-153 authorizing the appropriation of $75,000 for the design and construction of the traffic signal at the intersection of Cerrezo Drive and Carlsbad Boulevard including the installation of three (3) street lights between Manzano Drive and Palomar Airport Road. In the 1989-90 Capital Improvement Program budget, the City Council also appropriated funds for the construction of a traffic signal system at the intersection of Monroe Street and Chestnut Avenue. The plans, specifications and contract documents are now complete and ready for advertisement of construction bids. Construction is anticipated to require approximately ninety (90) calendar days from the date of the issuance of the Notice to Proceed. Staff recommends approval of the project plans and specifications and requests authorization to proceed to bid the installation of these signal systems. ENVIRONMENTAL REVIEW: The traffic signal systems proposed for these intersections are considered categorically exempt from environmental review since the signal installations will have no adverse environmental impacts. GENERAL PLAN CONSISTENCY: The proposed traffic signal installation at Cerrezo Drive and Carlsbad Boulevard and Monroe Street and Chestnut Avenue, as elements of the Carlsbad Capital Improvement Program Budget, have been found in past reviews by the Planning Commission to be consistent with the Carlsbad General Plan. FISCAL IMPACT: Funds in the amount of $100,000 have been appropriated in the 1989- 90 Capital Improvement Program budget for the Monroe and Chestnut traffic signal and are available in Account No. 320-820-1840-3318. Funds in the amount of $75,000 have been appropriated by Resolution No. 89-153 for the Cerrezo and Carlsbad Boulevard signal, which also includes three (3) street lights and are available in Account NO. 320-820-1840-3333. AND MONROE ST./CHESTNUT AVE. TRAFFIC SIGNALS, PROJECT NOS. 3333 AND 3318 WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary and in the public interest to construct Cerrezo Drive and Carlsbad Boulevard andMonroe Street and Chestnut Avenue traffic signals; and WHEREAS, plans and specifications for the furnishing of all labor, materials, tools, equipment, transportation and other expenses necessary or incidental for said proj ect, have been prepared and are on file in the Municipal Projects Department of the City of Carlsbad; and WHEREAS, funds in the amount of $100,000 are available in the Account No. 320-820-1840-3318. WHEREAS, funds in the amount of 75,000 are available in the Account No. 320-820-1840-3333. NOW, THEREFORE, BE IT RESOLVED by the City of Carlsbad, California, as follows: 1.
