MP CIT- 3F CARLSBAD - AGENDA TITLE: SENATE BILL 140 REVISION TO APPLICATION FOR ARTERIAL FUNDING 31LL CITY MOR.= Adopt Resolution No. 89-425 authorizing the City Engineer to withdraw certain arterial street projects from consideration for SB 140 Funding and to continue the application for those remaining only if a specified level of funding is available. ITEM EXPLANATION: On June 20, 1989, Council authorized the City Engineer to make application to Caltrans for State funding for certain arterial streets under Senate Bill 140. Funds were to match local funding and would be available up to a maximum of 50% of the construction cost. Projects to be considered had to begin construction by June 30, 1991. Because of the large number of projects submitted, funding available would amount to only about 9% if all the projects were constructed. However, the program has been changed. Now called the "State/Local Partnership Proj ectsll, the program is intended to become an annual one with opportunities for funding beyond the one year. Additionally, it is probable that some projects cannot meet the deadline for construction start of June 30, 1991. Dropping these projects before the end of the year will free funds to allow a larger contribution to be made to the remaining projects. Council will have the opportunity to reapply for funds for those projects dropped in future years. Staff recommends the following: Withdraw the following projects: 1. Olivenhain Road - El Camino Real $ 7,403,000 2. Rancho Santa Fe Road - La Costa to Melrose $29,238,000 3. College Boulevard - Cannon Road to Lake Street $ 5,192,000 TOTAL WITHDRAWN $41,833,000 Continue these projects funded at any amount: 1. Monroe Street 2. Various Overlays $ 605,800 525,400 $ $ 1,131,200 TOTAL Continue these projects only if funded at 10% or more: 1. Cannon Road - Reaches 1 and 2 2. Cannon Road - Reaches 3 and 4 TOTAL $ 7,205,000 $ 4,906,000 $12,111,000 Page 2 of Agenda Bill No. /o,Yoz FISCAL IMPACT: Withdrawing projects not likely to be ready frees up funds which will be used to increase the contributions to the remaining projects. Future funding depends on the passage of a ballot measure to be submitted to the voters in November 1990. EXHIBIT: 1. Resolution No. 89 e 925 authorizing the City Engineer to withdraw applications previously made to Caltrans for Senate Bill 140 funding for certain arterial street improvements. d 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 le 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 89-425 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY ENGINEER TO WITHDRAW APPLICATIONS PREVIOUSLY MADE TO CALTRANS FOR SENATE BILL 140 FUNDING FOR CERTAIN ARTERIAL STREET IMPROVEMENTS WHEREAS, the City Manager recommends and the City Council concurs that the City Engineer should be authorized to withdraw certain applications previously made to Caltrans for Senate Bill 140 Funding for arterial street improvements. NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2. That the City Council on June 20, 1989, authorized the City Engineer to make application to Caltrans for Senate Bill 140 Funding for certain arterial street improvements. 3. That the City Council authorizes the City Engineer to withdraw applications for the following arterial street improvements: a. Olivenhain Road - El Camino Real to Rancho Santa Fe Road. b. Rancho Santa Fe Road - La Costa Avenue to Melrose Drive. That the City Council authorizes the City Engineer to continue applications for the following arterial street improvements only if the funding level is at or above the stated amount: a. Monroe Street - any amount. b. Various overlays - any amount. c. Cannon Road - Reaches 1 & 2 - ten percent (10%). d. Cannon Road - Reaches 3 & 4 - ten percent (10%). PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 5th day of December I 1989, by the following vote, to wit: AYES: Council Members Lewis, Kulchin, Pettine, and Larson NOES: None ABSENT : Council Member Mamaux ATTEST: aAd ALETHA L.
