MP TITLE: CERTIFICATION OF MATCHING FUNDS FOR TRANSNET STATE ROUTE 78 RESERVE PROJECTS QLJU§cc CLQ. o oo RECOMMENDED ACTION: Adopt Resolution No. Q ("certifying that local funds will be available to match Transnet SR 78 Corridor Reserve Funds. ITEM EXPLANATION; On May 26, 1989, the SANDAG Board adopted a Transnet State Route 78 (SR 78) Corridor Reserve Project Funding List. This list includes projects within the Highway 78 corridor determined to provide traffic relief to Highway 78. SANDAG determined Carlsbad was qualified for four (4) projects with a total contribution of approximately $9 million. On August 25, 1989, the SANDAG Board approved the proposed programming of these projects by the City of Carlsbad with the local funding portion as shown below in millions of dollars: Street Cannon Rd. Palomar Airport Rd. 1-5 Interchange Limits Car Country to Faraday Ave. El Camino Real to College Blvd. El Camino Real to Business Park Drive at Palomar Airport Road State SR 78 Prop A Other (SB 140) Funds Local Local $ .55 $ 3.6 3.1 .30 1.3 - 2.5 2.5 - 5.0 1.7 5.4 The current status of these projects is as follows: Cannon Road, Reach 1 (Car Country to Faraday Ave.) The California Coastal Commission issued the coastal permit on November 17, 1989. The project is expected to be ready for grading in April of 1990 and a construction start date of April, 1991. City staff has requested a loan of Carlsbad's local Proposition A Transnet Funds to match the SR 78 Funds as a backup funding measure. It is anticipated, however, that the local matching share will come from the formation of an assessment district. Page 2 of Agenda Bill No. Cannon Road. Reach 3 The El Camino Real to College Boulevard portion is in the final stages of design and preparation of the EIR. Matching funds are expected to come from an assessment district with construction to commence in early 1991. Interstate 5/Palomar Airport Road This interchange has recently received the required project report approved by Caltrans. City staff is currently negotiating the final scope of work and costs for the detailed design with Boyle Engineering, Incorporated, the project design team. Council has previously approved the use of local Proposition A Transnet Funds as a loan for this project. The addition of the SR 78 Funds reduces the amount of additional required funding. Palomar Airport Road (El Camino Real to Business Park Drive) City staff has drafted the design Request for Proposal and will be forwarding the document to qualified design firms later this month. Staff has met with San Marcos City staff and they have agreed to include the portion of the road within San Marcos city limits (to Avenida Rosas) in the design contract. Staff will return with an agreement with the City of San Marcos for the combined design at a later date. FISCAL IMPACT; By the action requested in this resolution, the City Council is committing local funds to these four (4) projects in an amount equivalent to the $8 million (in 1988 dollars) granted by SANDAG in SR 78 Funds. Without a local contribution, the City would lose the $8 million in grants which must be matched at least 50% in order to be used. It is important to note, however, that the "local funds" will not be City funds, but will be developer funds either through assessment districts or some other developer payment. In the case of I-5/Palomar Airport Road, the local funds will ultimately be from the Bridge & Thoroughfare fee, which is paid for by developers. No City general fund monies are required. The grant improves the City of Carlsbad's Capital Improvement Program cash flow and assists in completing the widening of arterial streets and freeway interchanges which have been found to be needed under the Growth Management Program. Resolution No.3r/-V^.<g certifying the City of Carlsbad's request that local funds will be available to match Transnet SR 78 Corridor Reserve Funds. 1 RESOLUTION NO. 89-426 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, CERTIFYING 3 THAT LOCAL FUNDS WILL BE AVAILABLE TO MATCH TRANSNET SR 78 CORRIDOR RESERVE FUNDS 4 5 WHEREAS, on May 26, 1989, the SANDAG Board adopted a Transnet 6 SR 78 Corridor Reserve Project Funding List and Allocation 7 Policies; and 8 WHEREAS, the City of Carlsbad submitted a programming request 9 for Transnet SR 78 Corridor Reserve Funds; and 10 WHEREAS, on August 25, 1989, the SANDAG Board, acting as the 11 San Diego County Regional Transportation Commission, approved 12 Amendment No. 2A to the 1989 Five-Year Transportation Sales Tax 13 Program of Projects approving the programming of the City of 14 Carlsbad projects as shown on Exhibit A attached to this 15 Resolution; and 16 WHEREAS, prior to the receipt of Transnet funds for the SR 78 17 Corridor projects, the City of Carlsbad must certify the 18 availability of matching funds identified on Exhibit A attached to 19 this Resolution; 20 NOW, THEREFORE, BE IT RESOLVED as follows: 21 1. That the City of Carlsbad does hereby certify that the 22 local funds shown on Exhibit A attached to this Resolution for the 23 SR 78 Corridor Reserve Projects will be available to match the 24 Transnet highway funds programmed for the project(s). 25 /// 26 /// 27 /// 28 /// 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 2. That the City of Carlsbad approves the reprogramming of Transnet Local Street and Road funds as shown on Exhibit A attached to this Resolution. 3. That the City's Capital Improvement Program is hereby ammended to include those projects and funding sources shown in Exhibit A. 4. That the amount of $525,000 is hereby appropriated as shown in Exhibit A for the design of the Palomar Airport Road interchange and that prior appropriations shall be returned to the respective fund balance and that any costs or encumbrances received to date shall be deemed chargeable to the appropriations as modified by this action. 5. That the amount of $525,000 is hereby appropriated for design of Palomar Airport Road from El Camino Real to Business Park Drive as shown in Exhibit A attached hereto.
