TITLE:
ADJUSTMENT TO THE PART-TIME SALARY SCHEDULE
The City Council adopt Resolution No. ~~-v~o approving a salary adjustment to the part-time salary schedule.
ITEM EXPLANATION:
The salary ranges for part-time employees have not been adjusted since 1986, although the salary ranges for several classifications have been modified during this time period. Consequently, staff is recommending that council increase the salary ranges by 6%. Other employees have received significant increases over the course of the last three years that have ranged from 3% to 9.6% per year. Due to the
fact that part-time salary increases are not tied to the
increases afforded to other groups, compensation for part-
time employees is lagging below the market. For this
reason, staff believes that a 6% increase would be a
reasonable and fair adjustment. This will allow these
positions to stay competitive with the market place, and give the existing part-time employees a salary increase.
It is further recommended to add the classification of Park Maintenance Specialist and Personnel Technician to the part- time salary schedule.
The Park Maintenance Specialist will provide an additional position for the more experienced worker or for individuals who possess in-depth experience in landscape maintenance. The Personnel Technician will provide support for the Human Resources Department in the area of recruiting and survey data.
FISCAL IMPACT:
The salary adjustments are $39,816 for the general fund accounts and $1,827 for the special fund accounts. The General Fund Contingency Account balance will be reduced to
$299,519.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING THE PART-TIME
SALARY S CHEDULE .
WHEREAS, the City wishes to amend the part-time salary
schedule and add the positions of Park Maintenance Specialist
and Personnel Technician; and
WHEREAS, funds for this salary adjustment are available in
the City's contingency account and other fund balances.
NOW, THEREFORE, BE IT RESOLVED by the City Council for the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That a 6% salary increase will be granted to the
part-time employees.
3. That the part-time salary schedule set forth in
Exhibit A, attached hereto and made a part thereof, is adopted.
4. That the following amounts are hereby appropriated
from the fund balances:
a. $714 from the fund balance of the Redevelopment
Fund to the salary account of the Redevelopment Department,
b. $329 from the fund balance of the Sanitation
Fund to the salary account of the Sanitation Department,
c. $105 from the fund balance of the Water Fund to
the salary account of the Water Department,
d. $14 from the fund balance of the Vehicle
Maintenance Fund to the salary account of the Vehicle
Maintenance Department,

Citizens Fund to the salary account of the Senior Nutrition
Program, and
