HI TITLE ADOPTION OF RECOMMENDED ACTION: Introduce Ordinance No. /\/S-/G 5 ADOPTING the Uniform Building Code, 1988 Edition, and set the matter for a public hearing on ?f & 6 l 1q q G . ITEM EXPLANATION Staff is proposing adoption of the Uniform Building Code, 1988 Edition, on January 2, 1990 to replace the similar 1985 Edition now in effect. This will bring the City regulation into conformity with the State. The 1988 Code contains significant changes concerning hazardous occupancies, seismic design, roofing, skylights and fire sprinklers. The amendments in this ordinance increase the expiration period for both building permits and plan review, and retain past amendments to former codes such as fire retardant roofs for residential occupancies. Government Code Section 50022.3 requires that this matter be introduced and subsequently scheduled for a public hearing for adoption of the code and its associated standards. Any person or corporation who violates any of the provisions of this chaptc Chapter 18.08 is guilty of an infraction, except for the fourth or each additional viol; of a provision within one year, which shall be a misdemeanor. It has been necessary in the past to allocate sewer use. (Sections 303(a 303(d)). The seismic Zone Map, Figure No. 2, 23-2, does not clearly show \ seismic zone contains the City of Carlsbad. (Section 2301). All other amendmeni in reference to fire protection. The City of Carlsbad has many large brush-co hillsides. The City is subject to a frequent Santa Ana condition of dry, gusty Y which creates extreme fire danger. The City Council specifically finds that geographic and topographic conditions require greater fire protection than that pro by the Uniform Building Code, 1988 Edition. ITEM EXPLANATION Staff is proposing adoption of the Uniform Building Code, 1988 Edition, on January 2, 1990 to replace the similar 1985 Edition now in effect. This will bring the City regulation into conformity with the State. The 1988 Code contains significant changes concerning hazardous occupancies, seismic design, roofing, skylights and fire sprinklers. The amendments in this ordinance increase the expiration period for both building permits and plan review, and retain past amendments to former codes such as fire retardant-roofs for residential occupancies. Government Code Section 50022.3 requires that this matter be introduced and subsequently scheduled for a public hearing for adoption of the code and its associated standards.
