ADJUSTMENT FOR THE PURCHASING DEPARTMENT
RECOMMENDED ACTION:
City Council adopt Resolution No. 70-7 amending the FY 1989-90 budget to convert the Clerk Typist I1 in Purchasing to a Secretary I.
ITEM EXPLANATION:
The Human Resources Department in cooperation with Purchasing is requesting that a Clerk Typist I1 position be converted to Secretary I in the FY 1989- 90 budget.
Currently, there is no full -time secretarial support for this department. Part-time or temporary employees have been used to accomplish the clerical functions for the past three years.
1989-90 budget; however, after further study it has been determined that the responsibilities would be more appropriately met by a Secretary. Secretary I will provide assistance to the Purchasing Officer, two Buyers, the Storekeeper, and the Messenger.
The duties and responsibilities of this position demand accuracy and thoroughness, as well as a great deal of independent initiative. incumbent will respond to numerous telephone calls per day regarding information on pub1 ic works contracts and questions on bids and quotations. The individual will also provide direct assistance to contractors, vendors, the public, and city personnel.

Nearly half of the incumbent‘s time will be utilized preparing documents on the word processor. bills, resolutions, and requests for bids and quotations. He/she will also update the contractors’ list, the list of Minority and Women Owned Businesses and the list of vendors. Public Works Bids and Contracts. This function requires a great deal of accuracy because of the strict Federal, State, and local regulations.

Due to the advanced responsibilities and complex nature of this position, Human Resources is recommending that this position be upgraded to a Secretary I.
FISCAL IMPACT:
The additional cost to convert this position for the remaining fiscal year will be $2,643 for salary and $221 for benefits. The total of $2,864 will be transferred from the Contingency Fund. This will bring the balance of the Conti ngency Fund to $294,498.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, AMENDING THE BUDGET FOR
FY 1989-90 TO CONVERT THE CLERK TYPIST I1 IN
PURCHASING TO A SECRETARY I.
WHEREAS, the City Manager recommends and the City Council
concurs, that the position of Clerk Typist I1 in Purchasing be
converted to a Secretary I.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to amend the FY 1989-90 budget and convert the Clerk
Typist I1 in Purchasing to a Secretary I.
3. That the amount of $2,864 be transferred from the
Contingency Fund to support these salary adjustments.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 16th day of January I
1990, by the following vote, to wit:
