ITEM EXPLANATION: d w 6 2 a U z 0 .. 5 a i 0 z Fi On June 20, 1989, the City Council adopted Resolution No. 89- authorizing the advertisement of improvements and capac expansion to the existing Agua Hedionda Sewage Pump Stat Project No. 3303. The facility transmits sewage from the Cit Vista and the northern portion of the City of Carlsbad to Encina water Pollution control Facility. The existing i Hedionda Pump Station is owned jointly by the City of Vista (61 and the City of Carlsbad (38.5%), but operated by Encina. The present 24.5 MGD (million gallons per day) capacity of the 1 station is inadequate for present peak wet weather flows. replacing two (2) small obsolete pumps, the sewage pump static capacity can be increased to 34.5 MGD. The City of Carlsbad SI Master Plan forecasts the peak flow at build-out to be 30.7 : The additional capacity provides a desirable margin of safet the event flows exceed the forecasts. The improvements to the Agua Hedionda Sewage Pump Station inc two (2) new 8,000 gallon per minute pumps with variable frequ, motor drives, a new system control panel, enhanced re: monitoring and emergency alarms, two (2) new standby generatl and a 400,000 gallon overflow basin. These improvements 3 maintenance costs, and improve reliability. Additionally, overflow basin will preclude discharge into Agua Hedionda La1 in the event of an emergency or equipment breakdown. On August 16, 1989, the City opened two (2) sealed construc bids for the pump station. One bid was defective and could no awarded. The other bid was $278,000 over the engineer's estim Consequently, the City Council on September 5, 1989, rejected bids and authorized the readvertisement of bids for the station improvements. expand the station's capacity to meet future demand, re1 0 I < 0 0 Page 2 of Agenda Bill No. /L: C[Sk On November 8, 1989, the following four (4) bids were received the City: Tota Base Bid Alternate Bid P&H Contracting, Inc. $757,231.65 $113,814.00 $ 871,045 Weardco Construction, Incorporated 817,491.85 136,000.00 953 , 491 Hunter Corporation 838,330.00 162,670.00 1,001,000 Cal Southwest Construction, Incorporated 880,000.00 155,000.00 1,035,000 The alternate bid price is for the addition of a mechanical screen and comminutor to the pump station improvements. Th devices were included in the previous responsive bid submitted Cal Southwest Construction in the amount of $1,098,000. The C Council's authorization to rebid the pump station improvements produced a savings of $226 , 956 between the original bid and the responsive low bid of $871,045.65 submitted by P&H Contracti Incorporated. The mechanical bar screen catches and lifts debris from the sew inflow that would otherwise clog the pumps. The comminutor gri up the material and stores it in a bin for regular disposal Encina personnel. The Encina Water Pollution Control Facility strongly recommended inclusion of the bar screen and comminutor essential to the future reliability of the Agua Hedionda P Station. Staff has reviewed the qualifications and references of the bidder. Staff recommends the City Council award P&H Contracti Incorporated, the basic improvements and additive alternate in total amount of $871,045.65. (Rounded to) $ 92,' The City Council has previously appropriated a total of $1,851, in the 1985-1986 and 1986-87 Capital Improvement Program budgl for the Vista/Carlsbad Sewer Interceptor replacement pro j el Construction of this project is deferred until it is required the City's Growth Management Plan and is not considered as hig: priority as the Agua Hedionda Sewage Pump Station upgrade. ! City Council is therefore requested to approve a funds transfer i appropriation in the amount of $92,000 from the Vista/Carlsl Interceptor project Account No. 512-820-1850-3182 to the A! Hedionda Sewage Pump Station project Account No. 512-820-1850-3: to enable proceeding with construction at this time. The Vista City Council on December 11, 1989, authorized the adval payment of their share of the project cost in the amount $716,680 to the City of Carlsbad. The unused portion of the Ci of Vista's payment plus accumulated interest, if any, will refunded to Vista upon the project's completion. It is recommenc that the Vista payment in the amount of $716,680 be appropriat to the project account. PROPOSITION H CAPITAL SPENDING REOUIREMENTS The total estimated cost for the improvements and capaci expansion to the Agua Hedionda Sewage Pump Station is $1,165,33 However, this project is jointly funded between the Cities of Vis and Carlsbad with the City of Carlsbad's share estimated to tot $448,654. This sum represents an amount under the Proposition Capital Project expenditure limitations. Additionally, the proje is funded entirely from the Sewer Construction Enterprise Fund, source of funding which is exempt from the Proposition limitations. EXHIBITS : 1. Location Map 2.
