HomeMy WebLinkAbout1990-02-06; City Council; 10477; Out Of State Travel South Carlsbad LibraryCIWOF CARLSBAD - AGEND” APPROVAL OF OUT OF STATE TRAVEL RELATED TO THE ARCHITECT SELECTION FOR THE SOUTH CARLSBAD LIBRARY PROJECT RECOMMENDED ACTION: Adopt Resolution No.,%eH approving out of state travel for two (2) staff members and one (1) member of the Carlsbad Library Architect Selection Committee for meetings related to the architect selection for the South Carlsbad Library Project. ITEM EXPLANATION: On Thursday and Friday, January 18 and 19, 1990, the Carlsbad Library Architect Selection Committee convened at the Public Safety and Service Center and received presentations from the final seven (7) architect firms identified for the South Carlsbad Library Project. The final seven (7) firms included: Ripley and Associates San Francisco Wheeler, Wimer, Blackman San Diego Simon, Martin, Winkelstein and Moris San Francisco Cardwell/Thomas and James McGraw and Associates (a joint venture) Seattle and San Diego IBI Group Newport Beach Albert C. Martin and Associates Irvine Charles Walton and Associates Glendale Following the final presentations, the Selection Committee discussed at length the final seven (7) architect firms and their capabilities and experience for the design of this project. After considerable discussion, the Selection Committee requested that staff further research and provide additional background information on the firm of Cardwell/Thomas and James McGraw and Associates. The Selection Committee has not identified a firm as yet with which to recommend to the City Council. Rather, because of the importance of the selection, the Committee wishes to consider additional information regarding the capabilities and experience of this firm. Approval is requested for the Library Director, a representative from the Community Development Department, and the Carlsbad Library Architect Selection Committee Chairperson to travel to Seattle, Washington and meet directly with the project architect, Mr. Richard Cardwell, and discuss in more detail the project design. This visit will additionally focus upon several of Mr. Cardwell's other library projects in this area including both public and academic library facilities. This delegation will report back to the entire Selection Committee upon return summarizing their discussions with the architect, additional information concerning the technical capabilities of the Cardwell/Thomas firm, and observations regarding previous library work. Page 2 of Agenda Bill No. /4LjT7 Unscheduled out of state travel on City business requires Council approval in accordance with the City's Travel Policy. Authorization is requested for two (2) staff members and the Chairperson of the Selection Committee to travel to the offices of Cardwell/Thomas and conduct further discussions and research on this firm. FISCAL IMPACT: Meetings with the architect and his staff and research of other library projects in the area accomplished by the Cardwell/Thomas firm have been tentatively scheduled for February 13, 14, and 15, 1990. The total cost for transportation, lodging, per-diem and related expenses in accordance with the City's Travel Policy is estimated at $1,500 per person. There are adequate funds in the South Carlsbad Library Project budget, Account No. 320-820-1810- 3244 for this purpose. EXHIBITS: 1. RESOLUTION NO. 90-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING OUT OF STATE TRAVEL FOR WORE RELATED TO THE ARCHITECT SELECTION FOR THE SOUTH CARLSBAD LIBRARY PROJECT WHEREAS, the City Council of the City of Carlsbad has determined it necessary, desirable, and in the public interest to interview architects for the design of the South Carlsbad Library Project; and WHEREAS, the Architect Selection Committee has previously interviewed seven (7) finalists for this project; and WHEREAS, the Architect Selection Committee has requested that additional research and information be gathered on one (1) firm identified by the Committee. NOW, THEREFORE, BE IT RESOLVED as follows: 1. That the above recitations are true and correct. 2.
