Council adopt Resolution No.?#-~ I, authorizing the Homicide Investigator to
attend the 22nd Annual Training Seminar sponsored by C.H.I.A. (California
Homicide Investigators Association).
ITEM EXPLANATION:
The seminar sponsored by C.H.I.A. consists of three (3) days of seminars and
will be held this year out-of-state in Reno, Nevada on March 7th, 8th, and 9th,
1990. The Pre-registration dead-line is February 13, 1990.
There will be a wide variety of classes designed for all levels of expertise in
homicide investigation inclusive of: Forensic Investigation, Kinesic
Interviewing, Court Room Tactics "Night Stalker case", and Asian
Investigations cultural awareness.
This tra!ning will offer the most up-to-date information available on various
aspects of homicide investigation and, of particular interest and importance,
the court room tactics employed in the notorious "Night Stalker" case.
FISCAL IMPACT;
Tbe fiscal impact is approximately $500.00, and funds are available in the
89/90 budget. Upon authorization of attendance by the Homicide Detective,
the funds will be extracted from account# 0l-2130-2940.

CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
3 THE HOMICIDE DETECTIVE TO ATTEND THE
CALIFORNIA HOMICIDE INVESTIGATORS ASSOCIATION
4 22ND ANNUAL SEMINAR --------------------
5 WHEREAS, the City Council of the City of Carlsbad strongly supports the
6 Carlsbad Police Department in its law enforcement efforts; and
7 WHEREAS, the City Council of the City of Carlsbad believes in providing
8 its law enforcement with the necessary means of education to better accomplish
9 its tasks; and
10 WHEREAS, the City Council of the City of Carlsbad recognizes the
11 importance of the most up-to-dat~ information and training available in the
12 expert field of homicide investigation;
13 NOW, THERF.fORE, BE IT RESOLVED by the City Council of the City of
14 Carlsbad as folh,ws:
1. That the above recitations are true and correct. 15
16 2. That authorization is hereby given for the Homicide Imestigator of
17 the Carlsbad Police Department to attend the Caliiornia Homicide Investigators

SUBJECT: 22ND ANNUAL TRAINING SEMINAR OF CALIFORNIA HOMICIDE INVESTIGATORS
I am requesting approval to attend the training offered at the 22nd Annual
Seminar for Homicide Investigators Association to be held in Reno, Nevada
on March 7th, 8th, and 9th, 1990.
From past attendance at these seminars, I know these seminars are very in-
formative providing the most up-to-date information in the field and offer
exceptional training which includes sessions not available through P.O.S.T.
These sessions are invaluable in the field of homicide investigation,
I have been a member of the California Homicide Investigators Association
since 1977. It is a California organization which is held in high regard
by those in law enforcement. It is my belief that, although this is an
out-of-state seminar and is not P.O.S.T. reimbursed, it offers homicide investi-
gators infurmation beneficial to the investigator enabling him to do a more
thorough job for the agency he represents,
The training conferenca is scheduled to be beld at the Eldorado Hotel in Reno.
The cost of the seminar is $65.00 for regist~ation and the hotel rooms are
$55.00 plus 7% tax.
I appreciate your consideration of this r~quest for approval to attend
this invaluable and informative seminar. I look forward to attending it
in March, 1990,
