establishing guidelines for
On February 14, 1989 the City Council reviewed and adopted the recommendations of
the Citizens Committee to Study Growth. Included in those recommendations was the
directive to establish guidelines for allocation of excess dwelling units when,
following the adoption of all residential Local Facilities Management Plans within
a quadrant, the Proposition E quadrant cap is greater than the number of dwelling
units approved or issued after November 4, 1986; plus, the allowable future units
per the Growth Management Control Points.
The attached draft City Council Policy has been recommended for approval by the
Housing and Redevelopment Advisory Committee and the Planning Commission. The
Citizens' Committee to Study Growth recommends a change in wording in the first
sentence of the Statement of Policy. Their recommendation replaces the word
"acceptable" with the word "desirable".

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA APPROVING A CITY COUNCIL POLICY TO
ESTABLISH GUIDELINES FOR THE ALLOCATION OF "EXCESS"
DUELLING UNITS.
WHEREAS, on February 14, 1989, the City Council reviewed and adopted
the recommendations of the Citizens Committee to Study Growth, as amended; and
WHEREAS, included in those recommendations was the directive to
establish guidelines for allocation of excess dwelling units when, following
adoption of all residential Local Facilities Management Plans within a quadrant,
the Proposition E quadrant cap is greater than the number of dwelling units
approved or issued after November 4, 1986 plus the allowable future units per
the Growth Management Control Points; and
WHEREAS, the City Council did, on the 6th day of February
1989 hold a duly noticed public hearing as prescribed by law to consider said
request; and
WHEREAS, at said public hearing, upon hearing and considering all
testimony and arguments, if any, of all persons desiring to be heard, the City
Council considered all factors relating to the City Council Policy.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California that:
1) That the foregoing recitations are true and correct.
2) That based on the evidence presented at the public hearing,
the Council approves City Council Policy No. 43, according to
Exhibit "A", dated October 4, 1989, attached hereto and made
a part hereof, based on the following findings.
Findings:
1. That the City Council Policy is consistent with the Land Use Element, the
Housing Element, and other Elements contained in Carlsbad's General Plan.
2. That the City Council Policy provides for the preservation of neighborhood
atmosphere by retaining the identity of the existing R-l neighborhoods.

PURPOSE
To establish guidelines for allocation of "excess" dwelling units when, following the adoption of all
residential Local Facilities Management Plans within a quadrant, the Proposition E quadrant cap is
greater than the number of dwelling units approved or issued after November 4, 1986 plus the
allowable units per the Growth Management Control Points.
STATEMENT OF POLICY
Although it should not be mandatory that excess dwelling units be allocated if they become available
and it would be desirable to not attain the ultimate residential dwelling unit caps established by the
adoption of Proposition E, the following criteria is established to determine eligibility for consideration
of "excess" dwelling unit allocation, subject to the required findings in Proposition E.
Projects eligible for consideration in order of priority include:
1. Housing development for low or moderate-income households as defined by California
Government Code Section 65915.
2. Senior citizen housing as defined by Carlsbad Municipal Code Section 21.18.045.
3. Infill Single Family Subdivisions, Zoned R-1, that meet all development standards and where lot
sizes are equal to or greater than adjacent subdivided R-1 properties.
4. Projects within the existing general plan density range that provide, without other compensation,
for some significant public facility not required as part of the development process.
5. Projects proposing a zone change from non-residential to residential based upon the following
findings:
a) The property was zoned for other than residential use on July 1, 1986.
b) The property is compatible for residential use without significant mitigation.
c) The density of the project does not exceed the Growth Management Control Point
of any adjacent residential property.

TO CITYWIDE FACILITIES AND IMPROVEMENTS PLAN.
I. RECOMMENDATION
That the Planning Commission ADOPT Resolution No. 2928 recommending APPROVAL of
A Citywide Facilities and Improvement Plan Amendment to correct the existing
(1986) dwelling unit totals, based on the findings contained therein, and ADOPT
Resolution No. 2929 recommending APPROVAL of City Council Policy No. 43, based
on the findings contained therein.
II. PROJECT DESCRIPTION AND BACKGROUND
On February 14, 1989 the City Council reviewed and adopted the recommendations,
of the Citizens Committee to Study Growth. Included in those recommendations
was the directive to establish guidelines for allocation of excess dwell ing units
when, following the adoption of all residential Local Facilities Management Plans
within a quadrant, the Proposition E quadrant cap is greater than the number of
dwelling units approved or issued after November 4, 1986 plus the allowable
future units per the Growth Management Control Points. This condition presently
exists in the northwest quadrant of the City.
During the confirmation of buildout numbers in the northwest quadrant it was
determined that there was a discrepancy in the Citywide Facilities and
Improvements Plan existing dwelling unit total for both the northwest and
northeast quadrants of the City. At the time the plan was prepared in 1986, 607
existing dwelling units in the northeast quadrant were included in the existing
dwelling unit count for the northwest quadrant and were not counted in the
northeast quadrant. Review of the information and data used to prepare the
residential dwelling unit numbers for inclusion in the 1986 Citywide Facilities
and Improvements Plan indicates a boundary error was the cause of the
discrepancy.
III. ANALYSIS
1. City Council Policy
The purpose of the City Council Policy is to establish guidelines for the
allocation of excess dwelling units when, following the adoption of all
residential Local Facilities Management Plans within a quadrant, the
Proposition E quadrant cap is greater than the number of dwelling units
approved or issued after November 4, 1986 plus the allowable future units
per the Growth Management Control Points.

The Citizens Committee to Study Growth criteria to determine eligibility
for consideration of excess dwelling unit allocation encompasses four main
themes: preservation, choice, housing needs, and growth management.
•• It provides for the preservation of neighborhood
atmosphere by retaining the identity of the existing
R-l neighborhoods.
It ensures a variety of housing types through choice for
all economic ranges.
•• It seeks to meet the need to provide low and moderate
income housing.
It balances the housing needs of the region against the
public service needs of Carlsbad's residents and
available fiscal and environmental resources.
2. Citywide Facilities and Improvements Plan
As the necessary adjustment to the Citywide Facilities and Improvements.
Plan does not change the ultimate buildout numbers of the plan there is
no effect on Citywide demand for facilities. Nor does this change the
analysis found in the individual Local Facilities Management Plans as
these documents accurately reflect existing dwelling unit totals.
The correction of existing dwelling unit totals (1986) will affect the
park demand as this facility is analyzed on a park district or quadrant
basis. The amendment to the buildout assumptions will produce the
following change in the parks section of the Citywide Facilities and
Improvements Plan:
Northwest Quadrant Population Total Required Acres
Current (1986) 23,539 70.62
At Buildout 37,979 113.94
Northeast Quadrant
Current (1986) 7,107 21.32
At Buildout 22,343 67.03
This information does not change the findings of the parks adequacy
evaluation. Existing acreage presently does, and projected future acreage
will continue to, meet the performance standard in these two quadrants.

IV. ENVIRONMENTAL REVIEW
The Planning Director has determined that the environmental effects of this
project have already been considered in conjunction with previously certified
environmental documents; and, therefore, no additional environmental review will
be required and a notice of determination will be filed.
