RECOMMENDED ACTION:
Direct staff to develop a report outlining the role other agencies assumed.
ITEM EX PLANAT I ON :
Mayor Lewis has requested that the Council consider establishment of a hi hall on County land near the intersection of Palomar Airport Road ant Camino Real.
Following discussion on this item, Mayor Lewis would like to direct staf develop a report outlining other cities' experiences, costs, and the rol other agencies.

MIGRANT HIRING HALL
The issue of migrants assembling along city streets and residential areas continues to be a problem in Carlsbad. As a result, I intend to place an itt on the City Council agenda to consider the establishment of a hiring hall on land away from residential neighborhoods. It is my thinking that an area on County land near the intersection of Palomar Airport Road and El Camino Real would provide a site for an operation similar to that which Encinitas has imp1 emented.
Prior to making any decision however, I would like Council to refer this bac to staff to develop a report outlining other cities’ experience, costs and t role of other agencies such as the Employment Development Department.
