RECOMMENDED ACTION:
Staff recommends Council adopt Resolution No. 9.a-r;:2.8 ,
authorizing the sale of surplus police vehicles to the
International Federation of Mexican Chamber of Commerce and
Tourism, Tijuana Chapter, {CANACO), for distribution to the city
of Tijuana Police Department.
ITEM EXPLANATION:
In 1988, the city was contacted by the county of San Diego
Department of Transborder Affairs, regarding the County's role
in assisting the City of Tijuana in obtaining surplus police
vehicles. As a result of this initial request, the City council
authorized the sale of five surplus police vehicles to the city
of Tijuana, BC.
Recently, the City again was contacted by the County of San
Diego, Department of Transborder Affairs about the possibility
of purchasing surplus police vehicles. At the present time, the
city has ten surplus police vehicles. These have been replaced
with 1989 Chevrolet Caprices. Many of the surplus vehicles are
equipped with lightbars, maplights and spotlights.
Based on the price received for comparable vehicles at the last
county auction, a fair selling price of $1,000 each was
established. This price has been accepted by the representatives
from CANACO. The normal procedures is to sell used vehicles at
the city-county auction. However, with the approval of the city
council, surplus i terns can be disposed of outside the auctioning
process.
An inventory of the surplus vehicles is listed in Exhibit "A".
FISCAL IMPACT:
The sale of the surplus police vehicles will generate $10,000
for the General Fund.

Dear Mrs. Fletcher:
This letter is a followup to recent conversations I have had with
your office regarding the sale of Carlsbad surplus patrol vehicles
to·the International Federation of the Mexican Chamber of Commerce
and Tourism, Tijuana Chapter, (CANACO). our office has been in
communication with Mr. William Yu, President of CANACO, recently
reappointed by Governor Ruffo, Mr. Jose Manuel Corona, President
of the Tijuana Chamber of Commerce and Mr. Carlos Martinez newly
elected representative of the International Chamber of Commerce of
Tijuana. We are in accord that the distribution of patrol vehicles
to the city of Tijuana Police Department through their efforts is
appropriate.
CANACO is hoping to be able to acquire patrol vehicles at a nominal
price and in turn donate them to the City of Tijuana Police
Department for use in the high tourist activity areas of the city.
To this end, the transfer. registration can be made directly to the
Tijuana Police Department. CANACO representatives have requested
that our office act on their behalf as it relates to inspections
of vehicles, acceptance of price and or other questions that may
come up during the course of these negotiations.
Upon conclusion of the transfer of the vehicles, CANACO is
suggesting a small public ceremony either in Carlsbad or Tijuana
to commemorate the event. Once again, your cooperation in this
international gesture will serve and protect not only Mexican
citizens, but the fifty-thousand plus American citizens that visit
the San Diego\Tijuana border region on a daily basis. We look
forward to working with you and the administration again.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, DECLARING TEN POLICE
VEHICLES SURPLUS, AND AUTHORIZING THE SALE OF
SAID VEHICLES TO THE INTERNATIONAL FEDERAIJ.'ION
OF MEXICAN CHAMBER OF COMMERCE AND TOURISM,
TIJUANA CHAPTER, (CANACO), FOR DISTRIBUTION
TO THE CITY OF TIJUANA POLICE DEPARTMENT.
WHEREAS, the City Council of the City of Carlsbad has
determined certain police vehicles are surplus; and
WHEREAS, it would be beneficial to the city of Carlsbad to
sell these i terns to the International Federation of Mexican
Chamber of Commerce and Tourism, Tijuana Chapter, for distribution
to the City of Tijuana Police Department.
NOW, THEREFORE, BE IT RESOLVED by the City Council of'the
city of Carlsbad, California, as follows:
1. That the above recitations ar; true and correct.
2. That the items listed in Exhibit 11.l\11 be declared surplus.
3. That the City Manager is hereby authorized and directed
to sell said items to the International Federation of Mexican
Chambor of commerce and Tourism, Tijuana Chapter for distribution
to the City of Tijuana Police Department.
