RECOMMENDED ACTION:
Introduce Ordinance No. n 3- 1 1 'Lending the Carlsbad Municipal Code to de:
"TWO-HOUR PARKING" between 7:OO a.m. and 5:OO p.m., Monday through Frid
the eight parking spaces located adjacent to the westerly side of the Carlsbad
ITEM WLANATION:
The Traffic Engineering Division received a request from the Police Chief to inve
establishing a TWO-HOUR PARKING zone in the Safety Center front parking lot 1
adjacent to the westerly side of the building. A time limit in a parking lot helps
a turnover in parking spaces, especially when there are a limited number of spa
public use. No time restriction should be imposed upon the two handicap 1
spaces in this lot, however.
This matter was discussed by the Traffic Safety Commission at their meet
November 6, 1989. By a 5-0 vote, the Commission recommended a TWO-
PARKING zone between the hours of 7:OO A.M. and 5:OO P.M., Monday through '
for the eight spaces in the Safety Center front parking lot. This recommec
excluded the two handicap parking spaces.
FISCAL IMPACT:

It has come to my attention that the public parking area in the front of t
Safety Center is often at full capacity. This requires citizens to use the
overflow lot further North of the building. Staff has advised me that thi
situation most often occurs when there is a training class or public
meeting at the conference center, wherein many people park in the public
lot in front of the building for an all day meeting.
There are 8 parking spaces and 2 handicap spaces in the front public lot.

AN ORDINANCE OF THE CITY OF CARLSBAD, CALIFORNIA
MUNICIPAL CODE BY THE ADDITION OF SECTION 10.40.078 TO
P.M. MONDAY THROUGH FRIDAY FOR THE EIGHT PARKING
SPACES IN THE FRONT PARKING LOT LOCATED DIRECTLY WEST
OF THE CARLSBAD SAFETY CENTER.

DECLARE "TWO-HOUR PARKING" BETWEEN 7:OO A.M. AND 5:OO
The City Council of the City of Carlsbad, California hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is
by the addition of Section 10.40.078 to read as follows:
"10.40.078 Parking restricted in the front parking lot west of the Carlsbad Safe
Center. There will be Two-Hour Parking, Monday through Friday, from 7:OO a.r
to 5 p.m. for the eight parking spaces in the front parking lot located westerly

EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoptio
City Clerk, City of Carlsbad shall certify to the adoption of this ordinance and causc
