H , RECOMMENDED ACTION: PURCHASE OF BANNERMAN 3 CUBIC YARD TOPOR ESSER Staff recommends the Council adopt Resolution No. tJP-f/~ , finding, pursuant to Section 3.28.090 (3) of the Carlsbad Municipa'l Code, that the Bannerman 3 cubic yard topdresser can be obtained from only one vendor and awarding the bid to West Point Industries, Inc., of Long Beach, California in the amount of $16,046.75, ITEM EXPLANATION: The Parks and Recreation Department maintains thirteen ballfields in addition to the various parks throughout the City. Year-round activities necessitate fast and precise maintenance of ~hese grounds by dependable equipment. One of the machines that is needed to maintain the grounds is a topdresser, sometimes referred to as a spreader, designed for the uniform application of sand, loam, manure or fertilizer over large areas of turf . Accordingly, the Parks and Recreation 1 s staff along with the Fleet Operations Superintendent put together specifications for a topdresser that would best meet the City's needs. The specifications require the equipment to have a large capacity tank {at least 3 cubic yards) with the capability of covering a wide area of ground with each swath. It is necessary for the unit to be light in weight to lessen the wear and tear on the turf. Down time is a critical issue; therefore, repair service needs to be available within four hours. To assure that all vendors had an opportunity to compete for the topdresser, Notice Inviting Bids were requested of eleven vendors. Only one bid was received, with the other vendors unable to meet the specifications. FISCAL IMPACT: The Parks and Recreation Department's Capital Outlay Account No. 001-840- 4-121-3900 has unencumbered funds in the amoUilt of $16,534.87 for this purchase. EXHIBITS: 1. With the Bannerman Topdresser weighing less than the comparable unit, soil compaction and turf damage during application can be expected to be less. 2. As for load holding capacity, the Bannerman Topdresser can carry a larger load when required which in turn will save time reloading and completing topdressing operations. 3. Since parts and service needs are essential, West Point Industries in Long Beach is the s6le vendor in the Southern California area verses British Columbia for the comparable unit. WHEREAS, the City of Carlsbad desires to purchase a topdresser; and WHEREAS, bids were solicited of potential vendors; and WHEREAS, West Point Industries, Inc. submitted the only responsive bid and is the sole distributor in Southern California for the Bannerman 3 cubic yard topdresser. WHEREAS, the normal.bidding procedure can be dispensed with pursuant to Carlsbad Municipal Code Section 3.28.090 (3) because staff surveyed vendors in the Southern California area and found only one vendor capable of providing the specified item and further advertised the availability of said item with only one vendor responding; and WHEREAS, there are sufficient funds in Account No. 001-a20- 840-4121-3900 for this topdresser. NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the bid of West Point Industries, Inc., as the sole source available is hereby accepted and the Purchasing Officer is hereby authorized to execute a Purchase Order for the purchase of the topdresser.
