RECOMMENDED ACTION:
City Council adopt Resolution No. y/-./f adopting the classifications of Assistant City Clerk, Data Processing Manager, and Programmer/Analyst, and further authorizing the reclassification of Deputy City Clerk to Assistant City Clerk, Systems Analyst to Data Processing Manager, Programmer/Operator to Programmer/Analyst, and converting the Word Processing Operator I1 position to Secretary 11.
RECLASSIFICATION STUDY OF INFORMATION
SYSTEMS DEPARTMENT
TITLE:
ITEM EXPLANATION:
The Information Systems Department has evolved as a result of technology. Through its evolution, the department has not only accepted new areas of responsibility, but it has also changed the way in which many routine activities are accomplished. As a result, the department requested that job classifications and the existing organization of the department be modified to reflect current and future work demands.
The task of coordinating the study of the Information Systems Department was coordinated by Human Resources. of Comp Plus, a firm that specializes in classification analysis. extensive review of the data presented, the study concluded that the City should:

2. Reclassify the Deputy City Clerk to Assistant City Clerk, and Systems Analyst to Data Processing Manager and Programmer/Operator to Programmer/Analyst.
3. Convert the Word Processing Operator I1 to a Secretary 11.
The comprehensive study reviewed the classifications in Information Systems as: Systems Analyst, Programmer/Operator, Deputy City C1 erk, C1 erk Typist 11, Steno Clerk 11, and Word Processing Operator 11. further recommended the creation of a Microcomputer Special st. Due to the critical need to employ an individual in this position, the classification has already been adopted by the Council.
Staff would like to provide the Council with a brief explan tion and justification for the creation of several new classifications and proposed reclassifications.

Supervises the development , design and maintenance of software systems to meet the needs of user departments; determines information requirements and further defines the nature of projects.
Assigns work to subordinate personnel , providing instructions and answering questions; coordinates the scheduling and completion of work by determining operational priorities and resolving work load problems; inspects work for accuracy and completeness; evaluates work techniques and methods for conformance to established standards.
Provides technical assistance to subordinates, to departments users and to consultants in the development and implementation of information systems and programs.
Advises, and otherwise provides assistance to the Director and other City personnel regarding data processing related issues, data processing applications, services or equipment; supervises and participates in the training of City personnel in the uses and capacities of data processing equipment .
Conducts research and performs analysis; prepares and presents reports regarding project feasibility, equipment utilization, project development, and the cost of applications.
Participates in the development and administration of the data processing budget; prepares budget projections.
As designated representative, or in the absence of the Director, attends conferences, meetings or other functions; may provide information or participate in discussions regarding data processing activities.
Participates in the selection of subordinates; plans and implements employee training; evaluates employee performance; initiates disciplinary action.
Maintains professional currency in data processing systems technologies.

DeDutv City Clerk to Assistant City Clerk
The position of Deputy City Clerk is traditionally a clerical/secretarial occupation. The role of the incumbent has expanded to include extensive administrative and supervisory responsibilities. The classification of Assistant City Clerk more accurately reflects the duties that have been performed by the incumbent, including the assigned duties as follows:
Plans, directs, supervises and participates in the activities of the office of the City Clerk, including the filing, indexing and distribution of minutes, ordinances, resolutions, and other documents; recommends and implements office procedures; supervises the records management program.
Supervises the preparation, assembly and distribution of agendas for a1 1 Council meetings; conforms documents per Council action.
Assists in the routine administration of the City’s telecommunications network, coordinating installation or repair of equipment; reviews and approves phone bills for payment.
Responds to inquiries from the public; provides explanation of the requirements of City codes, ordinances, established policies and procedures; responds to correspondence as required.

Assists in the administration of City elections by issuing and administering nomination papers; prepares notices; provides liaison to vendors and the County Registrar; may prepare agenda bills and resolutions in the absence of the City Clerk.
Attends City Council meetings and takes minutes in the absence of the Minutes Clerk or the City Clerk.
Participates in the preparation and administration of the budget; prepares budget projections for the Administration Division.
Participates in the selection of work unit employees; plans and implements employee training; evaluates employee performance; initiates disciplinary action.
Directs the day-to-day operations of the Administration Division of the Information Systems Department by providing direct supervision of staff and administrative review of division workload functions.
Assist in the development of goals, objectives, policies and priorities for the organizational function to which assigned.

The study has indicated that the position of Word Processing Operator I1 should be transferred to a Secretary 11. Operator is designed for positions which primarily perform word processing tasks. The class does not accommodate general secretarial and administrative assignments. department have been decentral ized and reassigned to other departments. CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN AND SALARY SCHEDULE OF THE CITY TO ADOPT THE CLASSIFICATIONS OF DATA PROCESSING MANAGER, ASSISTANT CITY CLERK AND PROGRAMMER/ANALYST AND RECLASSIFYING THE SYSTEMS ANALYST TO A DATA PROCESSING MANAGER, THE DEPUTY CITY CLERK TO AN ASSISTANT CITY CLERK AND PROGRAMMER/OPERATOR TO PROGRAMMER/ANALYST AND FURTHER
AUTHORIZING TO CONVERT THE WORD PROCESSING OPERATOR I1
TO A SECRETARY 11.
WHEREAS, the City Manager recommends and the City Council concurs, that
the classification of Data Processing Manager, Assistant City Clerk, and
Programmer/Analyst should be adopted and included in the City’s
Classification Plan and Salary Schedule.
WHEREAS, the City Manager recommends to reclassify several positions and
convert the Word Processing Operator I1 to a Secretary 11.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City Manager to add
the classifications of Data Processing Manager, Assistant City Clerk, and
Programmer/Analyst as described in Attachments A, B, and C, attached hereto
and made a part thereof.
3. That the City Council authorizes and directs the City Manager to add
the title of Programmer/Analyst to the Mi scell aneous Sal ary Schedule at
Range 78, $1,357.99 - $1,650.64 biweekly, as shown on Attachment D, attached
here to and made a part thereof.
4. That the City Council authorizes and directs the City Manager to add
the title of Data Processing Manager to the Management Salary Schedule at the
range of $1,607 - $ 2,051 biweekly and Assistant City Clerk at the range of
$1,502 - $1,917 biweekly as shown on Attachment E, attached hereto and made

The Programmer/Analyst is assigned moderately difficult td difficult
