I ITEM EXPLANATION:
On December 12, 1989, a group of Carlsbad ministers met to discuss the problems of the homeless in Carlsbad. A
subcommittee of ministers was established to identify the
extent of social services presently being provided to
Carlsbad residents.
In order to further explore the needs of the homeless in Carlsbad, Mayor Lewis and Council Member Mamaux recommend the formation of a Council Subcommittee made up of Mayor Lewis, Council Member Mamaux, a delegation of ministers, and City staff as needed. I FISCAL IMPACT:
There will be no fiscal impact with the formation of a sub-committee other than staff time to attend meetings and gather information.

RESOURCES FOR THE HOMELESS
The following is a report on each of the specific programs you asked us to research followed by (1) a summary of the results of a survey of the City's ministers on their experience with the homeless and (2) a list of needs identified by a committee of Carlsbad ministers.
LOVE INC. - This is a program which started in Fresno and occurs in various parts of the U.S. The agency reportedly provides the same service as United Way's Info Line, but there is no phone listing for them per directory assistance.
THE ECUMENICAL SERVICE CEmER - This is a multi- denominational emergency assistance program assisting low
situations. The agency has three (3) staff members and more than 65 volunteers. The Center provides food, clothing, bus tokens, household items, partial payment of utility bills, rent and mortgage payments, and vouchers for medical prescriptions, temporary shelter at a local motel and gas. In addition, the agency helps clients obtain identification documents and refers them to ancillary social service agencies.
UPTOWN INTERFAITH SERVICE CENTER - The Uptown Interfaith Service Center is supported by several San Diego area churches. The Center helps clients find a job and provides support until they receive a paycheck or can be assisted by welfare. The Center provides people in need with identification, a resume, hygiene packs and snacks, a list of services available in the City, including places to eat, and screens clients for shelter. In addition, the Center
address and phone number are given to clients to be used on job applications.

available to the homeless. Many other organizations exist and can be researched if desired.
In addition to these programs, the City of Carlsbad's Housing Task Force will be considering several options for assisting the homeless.
EXPERIENCE IN CARLSBAD
Estimates by local ministers of the number of homeless people seeking assistance from his/her church range from 0 (zero) to 25
(twenty-five) per month. Of those churches who receive requests for help from the homeless, the average of the estimates is eight persons or families each month. Several ministers report that many of these people are not residents of Carlsbad, but rather are out-of-town or out-of-state residents seeking assistance to get to another city. As a group, these churches are providing canned and dry food, lodging at local motel, gas vouchers, clothing, and referrals to social service agencies.
NEEDS
A subcommittee of Carlsbad ministers identified the following needs :
1. A directory that identifies social service agencies
available to the homeless, and which ones are willing to
accept referrals from Carlsbad.
2. A shelter for homeless families, ie. mother, father, children.
3. A screening agency or a method to ensure only those who truly need help receive help.
