CARLSBAD TRACT 85-28 MTG.
RECOMMENDED ACTION:
Approve the Final Map for Carlsbad Tract No. 85-28 La Costa Valley Terrace.
ITEM EXPLANATION:
Engineering staff has completed checking the final map of Carlsbad Tract 85-28, a :
residential condominium subdivision located at the southeast corner of Altisma and C
Way. The map conforms Substantially with the Subdivision Map Act, Carlsbad Mu
Code, the conditions of approval and the tentative tract map as approved by the PI
Commission on July 23, 1986 per Resolution No 2564.
This map has been found to be consistent with the Growth Management Ordinance (
requirements of the Local Facilities Management Plan for Zone 6. Currently all
facilities within or impacted by Zone 6 meet or exceed the adopted performance st(

Although the project density exceed the growth control point, this project precec
adoption of the Growth Management Ordinance. It was permitted to be processec
Ordinance 9791. The only proviso was the completion and acceptance of a facilities 1
Area 6, which has now occurred.
Staff has previously repofled at the May 28, 1986 Planning Commission meeting t
density was easily justified for the following reasons:
A. The recreation area with the deck and boardwalk is an outstanding exai
creative design, especially for a relatively small project.
The meditemnean style architecture is elegant and pleasing to the eye.
The site design has incorporated buildings, landscaping, and open spaces that
integrated and will encourage pedestrian movement through the project.
Common recreation facilities are extensive as well as creatively designed.

Staff concluded its report stating that the project met and exceeded the requiremen1
