TITLE: ATG 3/20/90 NATIONAL REGISTER NOMINATIONS FOR . ALTKARLSBAD/F%AZIER'SWEZL, SANTAFE IEPT. RED DEPOTAND LEO CARRILLORANCH RECOMMENDED ACTION: If City Council concurs, your action is to authorize staff to submit registration forms for Alt Karlsbad/Frazier's Well, Santa Fe Depot and Leo Carrillo Ranch for placement on the National Register of Historic Places. ITEM EXPLANATION: The National Register of Historic Places, administered by the National Park Service, is the official list of the Nation's cultural resources worthy of preservation. Authorized under the National Historic Preservation Act, the National Register is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect our historic and archaeological resources. Listing in the National Register assists in the preservation of historic properties by providing National recognition of the value of historic properties individually and collectively to the Nation. In order to further enhance the City of Carlsbadls role in the identification and protection of historic resources, the Historic Preservation Commission recommends that the City Council authorize submittal of registration forms to the State Office of Historic Preservation for the nomination of Alt Karlsbad/FrazierIs Well, Santa Fe Depot and Leo Carrillo Ranch to the National Register of Historic Places. The Commission believes that these three properties, which the Council previously designated as lllocal landmarks,ll represent a significant and important part of the history of Carlsbad. The Parks and Recreation Commission reviewed the National Register nomination application for Leo Carrillo Ranch and agrees with the Historic Preservation Commissionls recommendation. Nominations to the National Register are made by the State Office of Historic Preservation. Eligibility criteria include: 1.) properties that are associated with events that made significant contribution to our history; 2.) properties that are associated with the lives of persons significant in our past: 3.) properties that embody the distinctive characteristics of a type, period, or method of construction; 4.) properties that have yielded information important in prehistory or history. , PAGE 2 OF AB# /<ny Once properties are placed on the National Register, they become part of the archive information maintained by the National Park Service. This information is used by the National Park Service in administering grant, tax incentive, and Federal preservation planning programs. Placement on the National Register will not impose any additional restrictions on these properties beyond those associated with the local landmark status. FISCAL IMPACT: No fiscal impact except for staff time to complete the registration forms.
