ITEM EXPLANATION: Each year SANDAG administers distribution of $2,000,000 for bicycle and pedestrian pr and other projects under special provisions of the Transportation Development Act (' Claims for this money can be initiated by any city located in San Diego County by comp an application form and the annual TDA claim form. Projects submitted must be inc in an adopted City plan and be included on the five-year Regional Transpor Improvement (RTIP) update. This update, modified by adding new projects, is sub1 annually by the City of Carlsbad Traffic Engineering Division staff. A resolution fro City Council for each project for which funding is requested is required as part ( application process. At the March 5, 1990 meeting of the City of Carlsbad Traffic Safety Commissio Commission recommended by a 4-0 vote that TDA funding be pursued for the four prc The Commission recommended that the projects requested for funding be prioritized following order: 1. Bicycle Masterplan. 2. 3. Tamarack Avenue bicycle lanes. 4. Sidewalk construction. Palomar Airport Road bicycle lanes. Although bicycle routes are designated in the Circulation Element of the General PL City of Carlsbad does not have a comprehensive bicycle master plan. Currently, the i working on a feasibility study for an integrated citywide bicycle/equestrian/h: system. A bicycle masterplan would supplement this study and examine the current bikeway systems and programs in Carlsbad. Included in the masterplan would be inv( of bicycle lanes and improvements needed to upgrade the bicycle lanes, bicycle coi program, analysis of bicycle collisions and safety recommendations, bicycle educatia safety programs, potential traffic signal modifications to detect bicycles and an analysis interconnected system of off-road bicycle trails, Class I bicycle paths and an intercom bikeway system with facilities located in other jurisdictions. The Engineering Department is pursu widening project of the Palomar Auport Road bridge over Interstate Highway 5 an widening of Tamarack Avenue from Carlsbad Boulevard to Jefferson Street. Each of projects will include bicycle lanes on both sides of the roadway, as they are heavily tra by bicyclists. At the present time bicyclists must share the traffic lane with motorized ve which results is less than ideal roadway operational efficiency and safety. Funding for sidewalk construction is being requested to help complete the many m sidewalk linkages throughout Carlsbad. In 1988, the City of Carlsbad obtained funding SANDAG for a comprehensive Sidewalk Inventory Report. The draft report has completed and identifies all locations throughout Carlsbad where sidewalks are ne SANDAG funding, if received, will be combined with Capital Improvement Project fu to begin construction of sidewalks in priority locations. FISCAL IMPACT: Minor administrative costs to prepare the application requesting funding. EXHIBITS: 1. WHEREAS, the City of Carlsbad has designated bicycle routes in the Circulation El the General Plan; and WHEREAS, the importance of bicycles as an alternative mode of travel is well recog encouraged in Carlsbad; and WHEREAS, the San Diego Association of Governments (SANDAG) has solicited f~ projects for the five-year Regional Transportation Improvement Program; and WHEREAS, the Citywide Bicycle Masterplan has been included on the five-year Transportation Improvement Program; and WHEREAS, a bicycle masterplan will provide a comprehensive document to help fac development of bicycle lanes and facilities, education and safety programs and an interc bikeway system with surrounding jurisdictions; and WHEREAS, funds have been established and are available through SANDAG governments for preparing said masterplan; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, C as follows: 1. 2.
