TITLE: r CITY OF CARLSBAD PAINT-A-THON PROGRAM
RECOMMENDED ACTION:
Information item, no action required.
ITEM EXPLANATION:
As a 13th Year Urban County Community Development Block Grant Project, the City Council selected a Paint-A-Thon Program. The program will provide Paint Vouchers worth up to'$300 inexterior paint and supplies.to?homeowners in , ,, !, the specified Target Area (the area west of I-5 between Buena Vista'Lagoon and Batiguitos Lagoon). The'Paint Vouchers will be redeemable at either of two participating merchants. The City will reimburse the merchants for the cost of paint and supplies upon receipt of the voucher and appropriate invoices. Since this program utilizes federal funding,-,the recipient's,income must be.within the low-mod income limits for family size (80% or less of the County Median Family Income),see Exhibit 1.
The City's Rehabilitation Loan Committee has reviewed this program and recommended implementation.
It is anticipated that the Paint-A-Thon Program will commence during the Spring of 1990. The Housing t Redevelopment Office will develop flyers and publish ads in local newspapers to inform citizens of the availability of this'program.
FISCAL IMPACT:
Funds in the amount of $10,000 are appropriated in the City's 13th Year Urban County Block Grant Program Budget (307-1890-3735).
