TITLE: DEPT. I CITY A' MTG. 4-3-90 DEPT.FNG. CITY M RECOMMENDED ACTION: RANCHO DEL ORO/HIGHWAY 78 INTERCHANGE PROJECT STUDY REPORT Council Adopt Resolution No. %-'X& requesting the California Trans. Commission to adopt a 100% locally funded project to the State Trans Improvement Program to construct the Rancho Del Oro Highway 78 Intercl ITEM EXPLANATION: For a number of years, CALTRANS and the cities of Oceanside and Carls discussed the potential transportation benefits which would occur with the COI of a new interchange at Rancho Del Oro Drive and the Route 78 Freeway. Planning efforts within the area of the interchange in both Oceanside and require that better defined roadway geometrics and the alignment of MarroI more closely determined. These refined geometrics will allow other plar environmental studies to proceed. The initial step to begin this process is approval by the local agency of the resolution. This resolution indicates the local agencies' willingness to insur of the facility and requests CALTRANS to place the project in the State Trans Improvement Program (STIP) and to initiate a Project Studies Report. (PSF The Project Study Report (PSR) is a concept document which analyzes pro. and basic interchange design characteristics. Upon approval of the PSR, the would be for the City to enter into a cooperative agreement with CAL' prepare a detailed Project Report proceeding to design and construction. To date details of how these improvements will be funded have not been c Incorporated into the proposed resolution is a provision indicating that a Cc Agreement would not be executed until the financial plan for the interchangf adopted by the appropriate governmental agencies. WHEREAS, the City of Carlsbad General Plan designates Marron Road a lane secondary arterial between El Camino Real and College Boulevard; WHEREAS, the Highway 78 interchange is closely coupled with adjac streets and frontage roads, including Rancho del Oro Drive and Marron Road; i WHEREAS, development of adjacent properties will result in an increase( traffic; and WHEREAS, the City of Carlsbad desires to participate with CALTRANS long term solution to the above problem; and WHEREAS, CALTRANS currently is planning the widening of the Highw six lanes in the Rancho del Oro area; and WHEREAS, the City is prepared to enter into a Cooperative Agreem CALTRANS for project development and construction of the proposed interchai NOW, THEREFORE, the City Council of the City of Carlsbad resolves as 1. That the recitals herein above stated are true and correct. 2. That the City of Carlsbad requests CALTRANS to undertake a proj report and to provide the oversight necessary for development and constructif Rancho del Oro/Highway 78 interchange. 3. That the City of Carlsbad is committed to secure 100% of the necessary to develop and construct the proposed project from alternate hnding including a Mello-Roos Commudty Facilities District Bond Issue, development contributions, and other agency contributions. 5. That upon final approval of a detailed financing plan for Zone 25, M include construction of Rancho del Oro/Highway 78 interchange and related improvements, the City will enter into a Cooperative Agreement for ha development and construction of the proposed project.
