HomeMy WebLinkAbout1990-04-03; City Council; 10561; Approval of SANDAG Local Technical Assitancei I: p, 3' CITY OF CARLSBAD - AGEN -1 BILL APPROVAL OF SANDAG LOCAL TECHNICAL ASSISTANCE AGREEMENT ___ -~ RECOMMENDED ACTION: Adopt Resolution No. 9 0-E approving SANDAG Local Technical Assistance Agreement for Preparation of Circulation Forecasting. ITFM EXPLANATION: The San Diego Association of Governments (SANDAG) Local Technical Assistance Program provides computer transportation forecasting and other technical services to local governmental agencies in San Diego County. The Engineering Department has requested that SANDAG provide forecasts from models which test various circulation network and land use assumptions for the years 1995,2000 and 2010. Data generated by these models will provide information which will assist City Council and staff in understanding circulation network needs and in planning street improvements to meet Growth Management Standards. FISCAL IMPACT: SANDAG has agreed to provide the requested modeling services for the total amount of $22,000 as outlined in the Local Technical Assistance Agreement for Preparation of Circulation Plan Forecasts (Exhibit 2). Funds for this project are available in the Growth Management Traffic Monitoring project accounts. 1. Resolution No. 90@!'?5 2. WHEREAS, the City Council of the City of Carlsbad has determined it to be in the public interest to obtain data generated by computer transportation modeling provided by the San Diego Association of Governments Local Technical Assistance Program; and WHEREAS, an acceptable agreement has been negotiated with San Diego Association of Governments to perform said services; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad California, as follows: 1. That the above recitations are true and correct. 2. That the Local Technical Assistance Agreement for the Preparation of Circulation Plan Forecasts with the San Diego Association of Governments is approved. 3. That the City Manager is authorized and directed to execute said agreement for and on behalf of the City of Carlsbad, California. WUTENKRANZ, City clerk (SEAL) CITY OF CARLSBAD SAN DIEGO ASSOCIATION OF GOVERNMENTS LOCAL TECHNICAL ASSISTANCE AGREEMENT FOR THE PREPARATION OF CIRCULATION PLAN FORECASTS WHEREAS, the City of Carlsbad ("City") requires computer transportation modeling services to evaluate the impact of alternative phased street and land use plans in the City; WHEREAS, San Diego Association of Governments ("SANDAG") under its Local Technical Assistance Program has agreed to supply such services. The parties hereunto agree as of this - day of , 1990: 1. 2. 3. 4. SANDAG shall supply the services shown in Attachment A to this Agreement which is hereby incorporated into this Agreement as if fully set forth herein. City agrees to provide or cause to be provided the necessary input, review and assistance to SANDAG, as shown on Attachment A. City agrees to pay SANDAG its costs to carry out this agreement within thirty days of invoicing, in the amount not to exceed $22,000. SANDAG will invoice the City upon completion of each of the tasks outlined in Attachment A. Final forecast plots and related data will be delivered to the City within one month from the completion of Task 2, as detailed in Attachment A. The schedule may be affected by the City's turnaround or review of any interim model output. The City agrees to indemnify, defend, and save harmless SANDAG, its officers, agents, and employees from any and all claims and losses accruing or resulting to any and all contractors, subcontractors, materialmen, laborers, and any other person, firm or corporation furnishing or supplying work services, materials, or supplies in connection with the City's activities under this contract and from any and all claims and losses accruing or resulting to any person, firm, or corporation who may be injured by the City in connection with its activities under this Contract. CITY OF CARLSBAD SAN DIEGO ASSOCIATION OF GOVE&NJ4ErJTS By: Task 1: Task 2: Task 3: Task 4: Task 5: Attachment A City of Carlsbad Circulation Plan Forecasts Project Tasks and Cost Estimates Recalibrate the Carlsbad 1989 Base Year Model This task was completed in September, 1989 and has been included as a separate item in the City's overall request for forecasting services. SANDAG reran the earlier 1989 forecast, with network changes and zone loadings supplied by City staff. Staff Preparation and Computer Costs $1,500 Update Carlsbad Land Use and Street Network Assumptions for 1995, 2000 and Buildout SANDAG will incorporate changes to the street network for the phased years and for buildout as indicated by City staff. City staff will supply revised land use assumptions for each forecast year, to be coded by SANDAG staff for inclusion into the transportation model. Staff Preparation and Computer Costs $1,000 Forecast All Land Use Scenarios on the Existing Network Four forecasts will be performed to test the impacts of existing, 1995, 2000, and buildout land use on the existing street network. This would complete the work listed as Item #1 on Attachment B, Transportation Planning Model Alternative, provided by Carlsbad staff on December 28, 1989. Staff Preparation and Computer Costs $4,000 Project Buildout Traffic Volumes on the Buildout Street Network One forecast will be performed to test the impacts of existing, 1995, 2000 and buildout land use on Alternatives 1-3 buildout street networks. This would complete the work listed as Items #3-5 on Attachment B, Transportation Planning Model Alternative. Staff Preparation and Computer Costs $1,000 Projecting Existing, 1995, 2000 and Buildout Traffic Volumes on the Alternative 1, 2 and 3 Networks Twelve forecasts will be performed to test the impacts of existing, 1995, 2000 and buildout land use on Alternatives 1-3 buildout street networks. This would complete the work listed as Items #3-5 on Attachment B, Transportation Planning Model Alternative. Staff PreDaration and ComDuter Costs $12.000 L L .I k. Task 6: Transportation Demand Management (TDM) and Freeway Ramp Metering Alternatives Using buildout conditions, two different forecasts will test the effects of a) regionwide proposed TDM measures and, b) ramp metering on the freeway system. This would complete the work listed as Items #6 and #7 on Attachment B, Transportation Planning Model Alternative.
