ITEM EXPLANATION The terms of Roy Blackford and Marjorie Howard-Jones expire in April, 1990. Mr. Blackford and Ms. Howard-Jones were originally appointed to the Commission in April, 1986. Mr. Blackford has requested he not be reappointed for a subsequent term. Ms. Howard-Jones has indicated her desire to be reappointed to the Commission.
