PLN RECOMMENDED ACTION: ADOPT City Council Resolution No. '?fl-/J/ recognizing the benefits of regionally consistent sensitive lands preservation policies, ordinances and procedures, and expressing an intention to adopt SANDAGIs final Sensitive Lands Recommendations as guidelines for the subsequent preparation and adoption of ordinances incorporating said recommendations into the Cityls planning and zoning regulations. TITLE: SANDAGWs SENSITIVE LANDS RECOMMENDATIONS ITEM EXPLANATION Some time ago the San Diego Association of Governments began developing revisions to the Regional Open Space Plan. Among other tasks the SANDAG Board requested that one of the first elements of the revised plan be the study of the region's environmentally sensitive lands, including hillsides, wetlands, and floodplains and floodways. A Technical Advisory Committee (TAC), consisting of staff members of SANDAGIs member agencies, was formed to assist in conducting the study. Carlsbad's Planning Director, Michael Holzmiller, was named the chair of this group. Following several months of study the Technical Advisory Committee developed a number of recommendations. These were reviewed by interested parties and City staffs and the resulting comments and issues have been considered by the TAC. The TAC is now finishing up its recommendations. The TAC will soon present its final report to the SANDAG Board, requesting adoption of the Sensitive Lands Recommendations as regional policy, and urging all member agencies to adopt similar policies and to prepare and adopt ordinances incorporating the recommendations into the local planning and zoning regulations. In general the recommendations are for the adoption of common definitions, minimum standards for development in sensitive areas (buffers, threshold criteria, mapping, etc.) and policies for assigning zoning and general plan designations for sensitive resources. In general, Carlsbad's existing policies and regulations either meet or exceed the standards being proposed. If the recommendations are adopted by the SANDAG Board and the City Council, only minor adjustments to our regulations would be required, for example to accommodate some slightly different definitions and numerical standards. The Planning Department believes that there is significant value in adopting consistent regional policies and regulations for environmentally sensitive lands. The department recommends that the Council express its support for this concept, together with its intent to adopt the final proposed recommendations as guidelines for refining Carlsbad's planning and zoning regulations. e PAGE 2 OF AGENDA BILL NO. /<Kf? FISCAL IMPACT There are no direct fiscal impacts with the proposed action. At a later time when specific policy and code changes need to be developed, implementation will have minor staff work load implications. A RESOLUTION OF THE CITY COUNCIL, CITY OF CARLSBAD, CALIFORNIA, EXPRESSING THE COUNCIL'S INTENTION TO ADOPT THE FINAL SENSITIVE LANDS RECOMMENDATIONS OF THE SAN DIEGO ASSOCIATION OF GOVERNMENTS. WHEREAS, over time the City Council has adopted policies, ordinances, and procedures for the protection of environmentally sensitive resources, including open spaces, steep slopes, wetlands and floodplains; and WHEREAS, other San Diego jurisdictions have also recognized the importance of protecting sensitive resources through the adoption of policies, ordinances and procedures; and WHEREAS, the San Diego Association of Governments is preparing revisions to the Regional Open Space Plan, including recommendations intended as a major step toward the creation of lands preservation policies, regionally consistent sensitive ordinances, and procedures: NOW, THEREFORE, BE IT HEREB !
