Introduce Ordinance No. A, F-//G to establish a prima facie 50 mile per hour speed limit upon El Camino Real from Hosp Way to Lisa Street. ITEM EXPLANATION: El Camino Real is designated as a prime arterial on the Circulation Element of the General Plan. Between Hosp Way and Lisa Street, a distance of approximately 2.2 miles, El Camino Real is located in gentle rolling terrain with several large radius horizontal curves. The number of lanes vary from six lanes between Elm Avenue and Hosp Way to four lanes between Kelly Drive and Lisa Street. The road has not been widened to its ultimate prime arterial width in many locations. Full street improvements such as curb and gutter, sidewalk and street lights also have not been constructed in some locations within the subject corridor. A painted median has been striped on the roadway except for where a raised median has been constructed between Chestnut Avenue and Hosp Way. The two-way 24-hour Average Daily Traffic volume on El Camino Real between Tamarack Avenue and Chestnut Avenue is 21,200 vehicles based upon a count obtained in July 1989. Sections 22357 and 22358 of the California vehicle Code authorizes local authorities to establish a prima facie speed limit on the basis of the result of an engineering and traffic survey. Staff presented the results of the survey to the Traffic Safety Commission on April 2, 1990. Based upon the engineering and traffic survey that considered such factors as the number of collisions that have previously occurred, school crossing locations, business areas and -the critical speed within this segment of El Canino Real, the Commission recommended, by a 4-0 vote, that a prima facie 50 mile per hour speed limit be established upon El Camino Real from Hosp Way to Lisa Street. Ns-116 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.060 TO ESTABLISH A PRIMA FACIE 50 MILE PER HOUR SPEED LIMIT UPON EL CAMINO REAL FROM HOSP WAY TO LISA STREET The City Council of the City of Carlsbad, California hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44 of the Carlsbad Municipal Code is amended by the amendment of Section 10.44.060 to read as follows: 10.44.060 El Camino Real a. Upon El Camino Real from Hosp Way to its intersection with Lisa Street the prima facie speed limit shall be fifty miles per hour. b. Upon El Camino Real from Lisa Street to the south City limits the prima facie speed limit shall be fifty-five miles per hour. c. Upon El Camino Real from the north City limits to Hosp Way the prima facie speed limit shall be thirty-five miles per hour." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption and the City Clerk, City of Carlsbad shall certify to the adoption of this ordinance and cause it to be Published at least once in the Carlsbad Journal within fifteen (15) days after its adoption.
