R€COMMENDED ACTION:
If Council concurs, your action is to accept staff's recommendation to
continue the existing litter program and to consider placing permanent directional signs to nearby public rest rooms or provide a screened portable rest room in the public easement for a six month trial period.
ITEM EXPLANATION:
On March 27, 1990, during discussion of the Hampton's development appeal the City Council asked staff to investigate complaints of trash and lack of rest rooms at the end of the public access leading from Park Drive to the Agua Hedionda Lagoon shore line.
In reviewing these issues, the City Council, on July 28, 1987, directed

Regarding the complaint about lack of rest rooms, staff suggests the Cit

Option I
Provide a screened portable rest room on a six month trial basis.

Post directional signs that state public rest rooms are available at Laguna Riviera Park.
Comments
If Council directs that a portable rest room be provided, staff suggest: that it be screened with a wooden lattice and/or landscaping and that il be placed within the 25 foot easement outside the completed terminus of
Laguna Shores Drive for a six month trial period.
If the Council chooses signage, staff suggests installing directional signs that state public rest rooms are available at Laguna Riviera Park

RECOMMENDATION:
Because the area is apparently used quite extensively by the public, staff recommends that the City continue the litter control program and that the Council consider either signing or placing a screened portable
rest room near the cul-de-sac terminus for a six month trial period.
FISCAL IMPACT:
Litter control is incorporated within the 89-90 and 90-91 Parks Divisiol budget.
The portable rest room monthly rental cost is $65 or $390 for a six mon. trial period. Signs will cost approximately $100. Funds are available in the Park Maintenance Division budget.
