I MTG..+L~~JJ, RECOMMENDATION TO UPGRADE CITY A CITY M DEPT.a LIBRARY COMPUTER SYSTEM RECOMMENDED ACTION: Adopt Resolution No. ,$?$&/,#, approving the purchase of hardware and soft\ upgrade the library computer system to implement the on-line catalog systl transferring funds. ITEM EXPLANATION In January of 1987, Council authorized the library to withdraw from the c system shared with the Oceanside Public Library, and to negotiate for the p of a system. In May of 1987, Council approved the purchase of Hewlett- hardware and INLEX software to implement the library’s system. That p paralleled the upgrade of the city’s computer. Therefore, to reduce initial up costs, the Library (with PLF monies) purchased the Hewlett-Packard 3000, 48 computer from the city and upgraded it to a Series 58. Implementation of the system was projected to occur in two phases. The compu circulation system was proposed for Phase I installation; and the on-line system was proposed for Phase 11. Phase I (the circulation system) is complete, and has been operatior approximately two years. Staff is now prepared to move forward wi implementation of Phase I1 -- the on-line catalog system. On-line software applications are known for placing high demands on c resources, and the INLEX software is no exception. The only way foi applications to work effectively, however, is in an on-line mode. Staff analysis of the current situation found that the usage of the circ system is high, and existing hardware is adequately meeting the demanc additional usage anticipated for the on-line catalog system, however, is pr to place demands on the existing hardware beyond acceptable operational 1 eve’ result will be a significant degradation of system performance, which tra into an extremely slow response for users. In order to meet the demands placed on the system by the addition of the catalog application, it is recommended that the existing Hewlett-Packar Series 58 be upgraded to a Series 935. This upgrade will also put the lib an excellent position for meeting the demands which will be placed on the c when the new library is constructed. It also includes a $9,120 credit from Hewlett-Pack; trade-in of the Series 58. Adoption of the attached Resolution will appropriate $300,000 from the E unappropriated fund balance for the upgrade of the library computer syste authorize staff to proceed with implementation. WHEREAS, the library currently operates their computerized circ system on a Hewlett-Packard 3000, Series 58; and WHEREAS, the library desires to implement a computerized on-line system; and WHEREAS, it has been determined that the existing computer w adequately handle the additional demand; and WHEREAS, funds are available in the general unappropriated fund bali the system upgrade. THEREFORE, BE IT RESOLVED by the City Council of the City of Ca California, as follows: 1. That the above recitations are true and correct. 2. That staff is authorized to upgrade the library's HP 3000 cornput a Series 58 to a Series 935, in accordance with the proposal su by Hewlett-Packard dated March 20, 1990. 3. That staff is authorized to upgrade the INLEX software in accf with the quotation dated March 20, 1990. That the appropriation of $295,000 from the general unappropriat balance to Data Processing for the upgrade of the library sy, hereby approved. 4. 5. That the appropriation of $5,000 from the general unappropriatt bal ance to the Library Department's Technical Services capital account for the acquisition of necessary furniture to accommodi new system is hereby approved. .
