ITEM EXPLANATION The term of Roy Blackford expired in April, 1990. Mr. Blackford in his letter dated March 12, 1990, requested that he not be reappointed to a subsequent term. The Carlsbad Municipal Code specifies that the Commission be composed of appointment fit the qualifications of the following category: members having specific qualifications, Mr. Blackford's original Three members, each of whom has a different recognized expertise in architecture, archaeology, history, biology, engineering or geology or re1 ated field. Therefore, the new appointee must also possess the qualifications for that category. Pam Crisman, appointed on April 10, 1990, has requested that Mayor Lewis rescind her appointment since she does not meet the qualifications of the category. The attached resolution will rescind Resolution No. 90-94, and appoint one member to the Historic Preservation Commission. EXHIBITS 1.
