ITEM EXPLANATION
AB 939, the Integrated Waste Management Act requires that all
Cities and Counties in the State form a Task Force to address
sol id waste issues. The purpose of the Te-sk Force is to
identify solid waste management issues on a county-wide or
regional basis; determine solid waste collection system and
processing facility needs; develop marketing strategies for
recycled materials; and ensure that all jurisdiction's plans
are consistent with County-wide goals. In addition, AB 939
requires that the composition of the Task Force be approved by
the county and a majority of the cities within the county with
a majority of the population.
on February 6, 1990, the city Council considered the impacts
of AB 939 and adopted a position in support of the formation
of a Joint Powers Agency or individual representation by all
cities and the County to address the xesponsibilities of the
AB 939 Task Force. In addition, Councilmember Mamaux was
appointed as the City's representative for issues related to
AB 939 .....
on March 27, 1990, the county of San Diego Board ox supervisors
approved a revised staff recommendation pertaining to the
composition of the Integrated Waste Management Task Force. The
recommendation did no,t contain provision for a Joint Powers
Agency, however it did provide for representation by all of the
region's cities. In addition, the Board action pr~-vides for
input to the policy level task force from City and county staff
through a Technical Advisory Committee, as well as
representation from industry, environmental and other
interested parties through a Citizens• Advisory Committee.
Th~ Board of supervisors' actions are summarized a~ follows:
1. Composition of the Integrated Waste Management Task
Force to consist of one member of the Board of
Supervisors who shall chair the Task Force; one member
from each of the region's 18 City Councils, selected
by each City Council respectively; and one ex-officio
member representing the military community .

2 • Weighted voting formula for the Task Force which
requires all policy recommendations to be approved by
the County representative and a majority of the city
Task Force members representing a majority of the
population.
3. Formation of two advisory committees to the Integrated
Waste Management Task Force as follows:
a. A technical advisory committee composed of the
Chief Administrative Officer or his designated
representative and each City Manager or his/her
designated representative.
b. A citizens' advisory committee composed of
representatives of the solid waste industry, and
interested environmental and civic groups; the
specific organizations to be represented on the
citizens advisory group are to be named by the
Board of supervisors; the Board will also name
the Chair of this advisory group.
Subsequently, on March 29, 1990 the San Diego Association of
Governments (SANDAG) Board of Directors appointed an eight
member committee to develop a recommendation on the structure
of the Task Force for consideration by local jurisdictions.
councilmember Mama\,x was one of the members of the SANDAG
Committee. The Committee met on April 13, 1990 to develop
recommendations. The recommendations were unanimously approved
by the committee and forwarded to the SANDAG Board. on April
27, 1990, the SANDAG Board approved the following
recommendations:
1. Policy Committee: The SANDAG Board should serve as
the AB 939 Task Force Policy Committee. AB 939 policy
issues will be considered as a separate portion of the
SANDAG Board agenda. Each jurisdiction may appoint
its SANDAG Board member or an alternate to the Policy
Committee, at its discretion. The County
representativ~ to the Policy Committee may choose to
chair the Task Force. The County staff will provide
technical staff support to the Policy Committee.
2. citizens I Advisory Committee: The Regional Recycling
strategy Committee should serve as the foundation of
the Citizens• Advisory Committee of the Task Force.
The membership of the Citizens I Committee can be
amended by the Policy Committee.
3. Technical Committee: The Technical Advisory Committee
should consist of the County Chief Administrative
Officer or his designee and each City

Manager or his/her designee. The County will chair
the Technical Committee due to its lead role in
submitting the Integrated Solid Waste Management Plan
to the state.
In summary, the County and SANDAG recommendations differ as to
the forum within which the Task Force would function and to the
composition of the citizens' Advisory committee. Although the
AB 939 Policy committee issues would be ccinsidered as a
separate portion of the SANDAG Board agenda, the SANDAG
proposal provides an existing intergovernmental forum within
which to address the AB 939 issues. Also, given that SANDAG
is a Joint Powers Agency, the SANDAG proposal is consistent
with the position adopted by the City Council on February 6,
1990.
Further, the SANDAG proposal utilizes the Regional Recycling
strategy committee as the foundation for the Citizens' Advisory
Committee and includes membership changes recommended by the
Policy Committee. Whereas, the County proposal calls for the
Board of supervisors to appoint members to the Citizens•
Advisory committee.
FISCAL IMPACT:
No direct impact from this action. However, significant
staff time will be involved in implementing the provisions
of AB 939.

WHEREAS, the State of California adopted the :Integrated
Waste Management Act of 1989 which requires the Board of
Supervisors to convene a Task Force to assis·t in preparation
and implementation of an Integrated waste Management Plan for
San Diego County;
WHEREAS, the county and the majority of cities having the
majority of population must approve the composition of the Task
Force:
WHEREAS, a committee on the AB 939 Task Force, consisting
of representatives from the county of San Diego, City of San
Diego and six other cities was appointed by the SANDAG Board
of Directors to develop a consensus recommendation on the
structure of the Task Force;
WHEREAS, the committee met on April 13, 1990, and
recommended that the AB 939 Task Force consist of the following
three parts:
A Policy committee, composed of each jurisdiction's SANDAG
Board member or an alternate chosen by the jurisdiction:
A Citizen' s Advisory Copittee, using the Regional
Recycling Strategy Committee as its foundation and including
membership changes recommended by the Policy Committee;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carlsbad, California, resolves as follows:
1. . Approves the composition of the San Diego County
Integrated Waste Management Task Force as recommended
by the SANDAG Committee and approved by the SANDAG
Board.
2. Designates Councilmember Mamaux as the City's
representative on the Integrated Waste Management Task
Force Policy Committee.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 22nd day of the May, i990,

A special committee of the SANDAG Board of Directors met on April 13, 1990 to
develop a consensus recommendation on the structure of the AB 939 Task Force for
the San Diego Region. I am writing to inform you of the results of that meeting.
The unanimous recommendation is:
Policy Committee -SANDAG, as the region's forum for intergovernmental cooper-
ation, should serve as tne AB 939 Task Force Policy Committee. AB 939 Policy
Committee issues will be considered as a separate portion of the SANDAG Board
agenda, as is the Regional Growth Management Review Board. Each jurisdiction
may appoint its SANDAG Board member or an alternate to the AB 939 Policy
Committee, at its discretion. The County representative to the Policy Committee
may choose to chair the Task Force. The County staff will provide technical staff
support to the Policy Committee.
Citizens' Advisory Committee -The Regional Recycling Strateg'} Committee should
serve as the foundation of the Citizens' Advisory Committee of the AB 939 Task
Force. The membership of the committee can be amended by the AB 939 .Policy
Committee.
Technical Committee -The AB 939 Technical Advisory Committee should consist
of the County Chief Administrative Officer or his designee and each city manager
or designee. The County will chair the Technical Committee due to its lead role in
submitting the Integrated Solid Waste Management Plan to the State.
This information is being forwarded to you now because the Board of Supervisors
has asked cities to act on this issue by May 1, 1990. These recommendations will
also be forwarded to the SANDAG Board at its April 27, 1990 meeting. Attached
for your consideration is a sample resolution to implement these recommendations.

WHEREAS, the State of California adopted the Integrated Waste Manage-

composition. supervisor Susan Golding was
appointed Chair of the Task Force.
The Board of Supervisors respectfully
requests that you appoint a Council
representative by May l, 1990 and advise
Mr. Granville M. Bowman, Director,
Department of P\1blic Works, of the
appointment. A sample resolution of
approval of the task force as required by
the State is enclosed.
In addition to the Integrated Waste
Management Task Force, the Board also
approved the formation of two advisory
