Z o i= 0 a d g 3 8 Prior to construction, right-of-way acquisition is required all along Laguna Drive for the undergrounding as well as the subsequent widening and sidewalk project. Some minor right-of-way is required for transformer pads on State Street. The dates when properties must be disconnected from the overhead lines and when the lines will be removed will be established by the City Council when a definite construction schedule has been established. A flow chart of the undergrounding procedure is attached as Exhibit 3. An informal meeting was held on Friday, May 11, 1990, from 3:OO p.m. to 7:OO p.m. in the Council Chambers and all property owners were invited. The purpose of the meeting was to answer questions and explain the district process. m -/ m Page 2 of Agenda Bill No. / c/ 637 FISCAL IMPACT: The preliminary cost estimate for electrical undergrounding of District No. 12 is $920,000. These funds are available and will be paid for by San Diego Gas and Electric Company as provided under Rule 20A of the Public Utility Commission. Other utility companies (Pacific Bell and Daniels Cablevision) will underground their facilities concurrently at their own expense. Each property owner will be responsible for undergrounding their own service at an approximate cost of $1,000 to $1,500 per service. In addition to the undergrounding costs, existing utility pole- mounted streetlights will be replaced with City standard streetlights. These costs will be borne by the City and amount to $45,000 for District No. 12. The streetlight replacement is necessary, if streetlights are to remain, because the undergrounding project will remove all the utility poles. Funding for these streetlights is proposed in the 1990-91 fiscal year Capital Improvement Program. Installing City streetlights will save the City an estimated $600 per year in maintenance costs because maintenance will be done by City crews, not SDG&E. EXHIBITS : 1. NOTICE IS HEREBY GIVEN that the City Council of the City of Carlsbad will hold a public hearing at the Council Chambers, 1200 Elm Avenue, Carlsbad, California, at 6:OO p.m., on Tuesday, May 22, 1990, to consider whether to form an underground utility district on portions of State Street and Laguna Drive. As an owner of property affected by the proposed district, you are cordially invited to attend the public hearing. The proposed district will place all overhead electric, telephone and cable television lines underground and remove all utility poles entirely at utility company expense. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad, California, hereby finds and determines that the public health, safety and welfare require the removal of poles, overhead wires and associated structures, and the underground installation of wires and facilities for supplying electric, communication or similar or associated service in the above-described area. 3. That said area is hereby declared to be an underground utility district, and is designated as Underground Utility District No. 12 of the City of Carlsbad. 4. That the City Council finds that said District is in the public interest for one of the following reasons: A. It will eliminate an unusually heavy concentration of overhead electric facilities. The streets in the District are extensively used by the general public and carry a heavy volume of pedestrian or vehicular traffic. The streets adjoin or pass through a civic or public recreation area or an area of unusual scenic interest to the general public. B. That the City Clerk is hereby instructed to notify all affected utilities and all persons owning real property within Underground Utility District No. 12 of the adoption of this resolution within ten (10) days after the date of such adoption. Such notification shall be made by mailing a copy of this resolution together with a copy of Chapter 11.08 of the Carlsbad Municipal Code to affected property owners as such are shown on the last equalized assessment roll and to the affected utilities; 6. That the City Council does hereby order said removal and installation within said District. The City Council will fix by subsequent resolution the time within which such removal and installation shall be accomplished, and within which affected property owners must be ready to receive underground service.
