PLAN PROJECTS (PUBLIC HEARING) CITY
RECOMMENDED ACTION:
Adopt Resolution No. %&3 approving the five-year TransNet LC Street and Roads Program of Projects and the Combined Road E Pro j ect s .
ITEM EXPLANATION:
The San Diego Association of Governments (SANDAG) requires that projects using TransNet local funding (formerly called Proposit
A-Sales Tax) or State or Federal funding be included in the fj
year Regional Transportation Improvement Plan (RTIP) . This E
must be adopted annually by the City.
Two (2) years ago, Council approved using TransNet fL
Interchange. Last year, the La Costa Avenue/InterstatE Interchange was added for TransNet temporary funding as well. !l
year, the only change is to significantly increase the estimz project cost. Although still preliminary and subject to char the increase in cost is due to enlarging the scope of tk
projects required by CALTRANS for approval of the Project Repc
For the sake of completeness, the Poinsettia Lane/Interstat
Interchange is included on the request list. However, since TransNet State or Federal funds are proposed for this project,
will not be put in the RTIP.
Also included on the list are a number of traffic signals, E street overlay work and the widening of El Camino Real from Palc Airport Road to Faraday Avenue. It is proposed that Combined I
Plan funds (formerly Federal Aid Urban or FAU funds) be used

funds and they become available for cities ready with projects
The Carlsbad Boulevard Bridge (southbound) over Batiquitos Lac is also included as the City has applied for Federal Brj
Replacement funding. The local match for this (20%) will be 1
for by the Port of Los Angeles.
The final project listed is Cannon Road from Car Country Drivc
Faraday Avenue. This project is listed here so that TransNet 1c
funds may be borrowed and used as a match for TransNet Highwai
funds as an alternative in the event that a Community Facilit
District or Assessment District is not formed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING THE FIVE- YEAR TRANSNET LOCAL AND THE COMBINED ROAD PLAN PROJECTS STREET AND ROADS PROGRAM OF THE PROJECTS FOR FISCAL YEARS 1991 THROUGH 1995
WHEREAS, on November 3, 1987, the voters of Sal
County approved the San Diego Transportation Improvement
Ordinance and Expenditure Plan; and
WHEREAS, the Ordinance provides that the
Commission shall annually approve a program of projects SUI
by local jurisdictions identifying those transportation p:
eligible to use transportation sales tax (TransNet) funds
the succeeding five-year period; and
WHEREAS, the City of Carlsbad was provided w
estimate of annual TransNet local street and road reveni
fiscal years 1991 through 1995; and
WHEREAS, the City of Carlsbad has held a public
