RECOMMENDED ACTION: Review the Conceptual Development Plan for a portion of Hosp Grove. Make appropriate comments, and recommend to the City Council that funding for this project be applied for under the California Wildlife Coastal and Parkland Conservation Bond Act of 1988. ITEM EXPLANATION; During the May 1990 Parks and Recreation Commission meeting, the Commission directed staff to prepare a conceptual development plan for a portion of Hosp Grove. The ultimate objective was to recommend the City Council approve an application for funding of $172,000 from the per capita program of the Park Bond Act of 1988 and apply those funds towards the development of a portion of Hosp Grove. The subject portion of Hosp Grove is south of Buena Vista Lagoon and immediately adjacent to the duck feeding area along Jefferson Street. Proposed amenities recommended for development in the conceptual plan include a passive/active scenario including picnic facilities, tot lot amenities, parking areas, new landscaping, pathways, and an overall enhancement to the existing character of the site. The project was designed to require a minimum grading and maximize the aesthetic nature of the Buena Vista Lagoon and expand the recreational experience associated with the duck feeding area. Staff will make a presentation outlining the design concepts and amenities associated with the development. If the Commission concurs with the conceptual plan, staff will prepare the necessary documents for City Council approval of the application for grant funding under the 1988 Bond Act. EXHIBITS 1. Hosp Grove Area F Concept Plan information 032 DRAFT HOSP GROVE - "AREA F" CONCEPT PLAN The development plan calls for a passive/natural park facility. The Concept Plan lays out the following amenities: picnic stations (6) tot lot trails enhanced dry creek bed with bridge parking (10-15 cars) signage The park development will be such that the existing natural ambiance of Hosp Grove not be disturbed. In keeping with this idea, development guidelines are proposed to be incorporated in the final design (attached). The proposed Hosp Grove Area F Concept Plan relates to two existing planning documents as follows: Parks & Recreation Element Open Space Open Space Study (Proposed) The Open Space Study which is currently being prepared by the consulting firm of WRT for the Planning Department calls for this site to become one of four "Primary Staging Areas" A staging area will be one of the departure points for the proposed Citywide Trail Program. The Hosp Grove Area F Plan could accommodate this staging area outlined in the trail program should it become enacted in the future. 033 EXHIBIT 1 DEVELOPMENT GUIDELINES Hosp Grove - "Buena Vista Area" The following guidelines are proposed in an effort to direct development plans toward the goals of enhancing the existing natural ambiance of Hosp Grove. TREES Every effort will be made to retain existing healthy trees. Trees will be removed only where necessary to accommodate vehicular ingress and egress and parking. A program for removal of dead and declining trees will be established as part of initial construction and ongoing maintenance. Trees that must be removed might be used to construct low retaining walls around picnic pads, sign posts, and other park features. GRADING Existing landforms and grades will be retained as much as possible. Minimal grading will occur for vehicular access and parking and for picnic pads. TRAILS Existing trails will remain. One constructed trail (decomposed granite with redwood borders) will direct people who are headed to the duck feeding area toward the crosswalk at Jefferson and Marron. No other new trails are proposed to be constructed to connect the park amenities. It is anticipated that people will naturally form their own trails on the ground over time. LANDSCAPING The majority of the site will not be landscaped. The existing ground cover of leaves will be retained. Minimal landscaping will occur in the following areas: at the entry drive between Jefferson Street and the parking lot along the dry creek bed All plant material will be native or naturalizing requiring minimal water. RELATIONSHIP TO DUCK FEEDING AREA It is the intent of the design not to encourage people to park in the project, then cross Jefferson Street to the Duck Feeding Area. To accomplish this, the following steps have been taken: Signage at the entry drive directing duck feeders to the existing duck feeding parking lot. A berm with landscaping discourages people from parking and walking across Jefferson to the duck feeding area. Locating the proposed parking lot to the eastern portion of the site will encourage people to use the crosswalk at Jefferson and Marron. A trail posted with signage will direct people using it to the crosswalk at Jefferson and Marron. " ^ 034 Page 2 "NO DUCK FEEDING" signage along Buena Vista Lagoon directly across from the park entry. PHASING The amenities as outlined in the Concept Plan may be expanded in subsequent phases. For example, depending upon analysis of the use of the park, the following features could be added at a later date: 1. increased parking (+ 10 spaces) 2. additional picnic sites 3. horse shoes 4. interpretive and Citywide trail information (i.e., "Trail Staging Area" as called for in the pending trails study).
