RECOMMENDED ACTION: Review and discuss staff investigation of the availability of property for acquisition adjacent to Valley Junior High School. Make appropriate recommendation regarding continued efforts to acquire subject property. ITEM EXPLANATION; As part of the continued efforts to investigate park enhancement opportunities in the northwest quadrant, staff was directed to investigate the possibility of acquisition of the flower fields adjacent to Valley Junior High School. Although this site is not specifically identified in the Parks and Recreation Element of the General Plan, the Commission, via the Park Site and Facility Planning Subcommittee's final report to the City Council on Northwest Quadrant Issues, did address the need for another community park site to replace the Pine School site. Because the future acquisition of Pine School is uncertain at this time, it was recommended that the identification and reallocation of C.I.P. funds for another community park site to replace the Pine School concept needs to be addressed in the [1989] Element. If the Commission would like to pursue the acquisition of this property for use as a community park, and develop the types of facilities typically associated with community parks at outlined in our Element (community center/gymnasium, tot lots, picnic areas, multi-use playfields, court surfaces, parking, etc.), it would be possible to accomplish that type of development on the entire portion of property as outlined on Exhibit 1. If, however, the pursuit of acquisition is to provide for additional multi- use play fields only, that development would require less acreage and could be constructed on a portion of the land as outlined in Exhibit 1. In discussions with the Carlsbad Unified School District (CUSD), who at one time was considering the acquisition of this subject property, they indicated the cost of the land to be 300,000-400,000 per acre. C.U.S.D., at this time, has indicated they were no longer interested in acquisition as the cost was prohibitive. Any discussions for the acquisition and development of this site for use as a community park should be based solely upon the City's ability to acquire and develop, and to accomplish the objectives of the Parks and Recreation Element. Additionally, should this site be recommended strictly for the development of activity fields, the acquisition and development cost should also, at this time, be based solely upon the City's ability to provide. With the aforementioned comments in mind, the following status of the site is offered for consideration by the Commission. The attached Exhibit 1 depicts the block of property bordered by Highland (west), Chestnut (north), Valley (east), and Magnolia (south). 055 PAGE 2, AB #. The parcel of land identified as the flower fields is located in the southeast corner of the block. The total parcel consists of 5.34 acres and includes one residence at the extreme southeast corner. Currently, the property is the subject of application for a tentative track map under review by the Planning Commission. The track would create 17 homes and is recommended by staff for approval by the Planning Commission. If the Parks and Recreation Commission wishes to pursue the possibility of acquiring this parcel, the Planning Commission's approval of the tentative tract map would not necessarily preclude acquisition. The owner of the property may still opt to sell. However, the tentative tract approval may increase the value of that property. For additional information and possible consideration are parcels 12, 42, 43, and 45 which are currently utilized for agricultural purposes, containing polyvisqueen hot house structures. No residential units are located on these parcels which total 6.67 acres. Parcel 15 and 16 total 1.87 acres with one residence being located in the northern most section of Lot 15. Parcel 70 (approximately 1/3 acre) contains 1 residence. The total size of the study area is 13.97 acres and contains a total of eight (8) parcels, four (4) property owners, and three (3) residences. Based upon Commission discussion and any recommendation regarding this issue, staff will either eliminate this site for park enhancement opportunities or incorporate the site within the final Subcommittee report on Northwest Quadrant Park Enhancement Issues.
