REVISION OF THE ASSISTANT CIVIL ENGINEER
TITLES
MTG. 6-26-90 AND ASSOCIATE CIVIL ENGINEER CLASSIFICATION
RECOMMENDED ACTION:
City Council adopt Resolution No. @-A95 approving the deletion of the word "civil" from the classification titles of Associate and Assistant Civil Engineer.
ITEM EXPLANATION:
A memorandum from the Department of Consumer Affairs, Board of Registration for Professional Engineers and Land Surveyors, dated December 1, 1989, states that it is unlawful for a non-registered person to use titles such as Professional Engineer, Registered Engineer, and Civil Engineer. This statement originates from the Business and Professions Code Section 6732; Section 6787 states that anyone who uses any title whereby that person could be considered as practicing or offering to practice civil engineering is in violation and guilty of a misdemeanor. These restrictions do apply to state, county, and city agencies. However, the Business and Professions Code Sections 6732 and 6787 do not apply to the classification of Principal Civil Engineer.
Therefore, staff recommends that the word "civil" be dropped from the classification titles of Associate Civil Engineer and Assistant Civil Engineer to avoid being in violation of the above restrictions.

A RESOL ITION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE AMENDMENT OF CLASSIFICATION TITLES FOR ASSOCIATE CIVIL ENGINEER AND ASSISTANT CIVIL ENGINEER.
WHEREAS, the City Manager recommends and the City Council concurs, that
the classification titles for Associate Civil Engineer and Assistant Civil
Engineer be amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:

ASSOCIATE ENGINEER
DEFINITION
Under general direction, to perform difficult field and office civil and traffic engineering work in the design, construction and maintenance of public works facilities; to supervise and coordinate public works projects and to do related work as assigned.
DISTINGUISH ING CHARACTERISTICS
This is the journey level class for professional civil engineering work. Incumbents in this class perform difficult and complex work requiring prior professional civil engineering work experience and may assist in the supervision of other less experience professional and paraprofessional staff.
EXAMPLES OF DUTIES
Supervise and perform professional engineering work in the design and construction of streets, sidewalks, water and sewage facilities, drainage structures, traffic control devices, and other public capital projects.
Supervise and coordinate project management activities involving municipally sponsored capital publ ic works projects.
Work with private developers and engineers to interpret City policies and ordinance requirements, review plans, and coordinate the work involved in privately sponsored residential, commercial and industrial projects.
Review plans, maps, specifications, estimates, and other work for accuracy, presentation, and conduct inspection as appropriate to assure conformance with established engineering practices, laws, policies and ordinances.
Propose and review legal descriptions, subdivisions and easement agreements and other documents relating to publ ic improvements.
Calculate and collect fees and issue permits.
Perform field inspection of publ ic works construction projects.
Represent the City in the community and at professional meetings as required.
Assist in the preparation and administration of the engineering division budget.
Coordinate engineering-related activities with other City departments and divisions, and with outside agencies.
Supervise, train, and evaluate assigned staff.

ASS I STANT ENGINEER
DEFINITION
Under general supervision, to perform responsible types of professional civil and traffic engineering office and field work in the design and construction of public works, the review and plan checking of construction projects and the analysis and design of utility and traffic system requirements; and to do related work as assigned.
Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects.
Assist in the review of plans, maps, specifications, estimates and other work for accuracy, presentation and conformance with establ ished engineering practices, City policies and ordinances.
May act as chief of a survey crew, running transit and keeping notes.
Make calculations in surveying and other construction work.
Inspect a variety of pub1 ic works construction projects performed by contractors for adherence to plans and specifications.
Test completed systems.
Make final recommendations to higher authority regarding the acceptability of construction work.
Prepare and review reports and records.
Perform office engineering work such as making maps, drawings, tracings, profiles, tabulating field data, designing elementary engineering structures and prepari ng speci f i cat i ons , contracts, and other documents.
May conduct studies and analysis of engineering aspects of City planning activities.
