City Council concur with the guidelines for reservations at t Senior Nutrition Program as proposed by the Senior Commissior

Since the opening of the new Carlsbad Senior Center (Decemb
1989), the Senior Nutrition Program has experienced significa
growth in popularity and participation. Due to the populari
of the lunch program and the limited capacity of the dining roc
many individuals, including Carlsbad residents, have been turn away from the lunch program.
On April 17, 1990, the City Council directed staff to investiga
and prepare reservation guidelines for the Senior noon lun
program which would address resident priority concerns. Staff m with Daniel Laver, Director of the San Diego County Area Agen
on Aging (5-7-90), to pursue a possible solution to non-Carlsb residents being able to receive a lunch reservation to t exclusion of many older residents. Mr. Laver suggested llreservation system based upon targeting requirements of t:
Older Americans Act and the contract requirements of the Arl Agency on Aging" (Exhibit 1).
Based on information gained from meeting with the Director I the San Diego County Area Agency and from the City Attorney
office, staff has prepared proposed reservation guidelines fl

These proposed guidelines allow for Carlsbad's older residen.
Non-residents may make reservations one day prior to the desirc
lunch. Mr. Laver has approved the proposed guidelines
(Exhibit 3).
Senior Commission Recommendation
At their regular meeting June 7, 1990, the Senior Commissic voted unanimously to recommend approval of the Nutrition Progrz Reservation Guidelines (Exhibit 2).

Reservation system based upon targeting requirements of the Oldel Americans Act and the contract requirements of the Area Agency or Aging. The system would require reservations two days in advancc
of the serving day. The system would require outreach to the th~
targeted groups with in SRA 41 on the first day and would be ope1
all on the second day. The reservation system would allocate th€
following meals on the first day:
Frail ............................ 27 meals
Minority ......................... 12 meals
Low Income ....................... 10 meals
Other residents of SRA 41 ........ 61 meals

RESERVATION GUIDELINES
The Nutrition program is designed to provide a hot
and their spouse.
A donation is suggested from all Seniors. Non Seniors
will be charged for the meal and their reservation may
be cancelled if a Senior is in need of that meal.
In an effort to meet targeting requirements of the Older
Americans Act and contract requirements of the Area
Agency on Aging, Carlsbad residents may sign up for the
meal two (2) business days in advance, either by phone
(729-4170) or in person. Outreach efforts will be made
to target Carlsbad residents 60 years of age or older who are low income, minority, or frail elderly.

All others may sign up one (1) business day before, or the day of the luncheon they wish to attend.
All reservations are on a first-come, first-served basis.
All persons participating in the nutrition program must complete a registration card.
Please cancel your reservation as soon as you know that
you are unable to attend.

I have reviewed your proposed policy and registration card. Both are fine. I have only one suggestion, and that is for you take a look at the "proposed" State form 100. You may want to include some additional information from the form 100 on your
registration card. This could save you some time in the future,
it looks like we will be implementing the l1new1' form 100 sometiml
during fy-90/91.

been formally adopted by the City.
