RECOMMENDED ACTION:
APPROVE the Ad Hoc Subcommittee Recommendations. Direct st to incorporate the recommendations into the new Open Space
Conservation Element which is pending Planning Commission
City Council review.
ITEM EXPLANATION
As part of the work program for implementing
recommendations of Citizens Committee to Study Open Space,
City Council appointed two ad hoc subcommittees to address
of the tasks contained in the program; Task No. 2 and 3.
Task No. 2 involves items relating to the Growth Manager
Plan. Specifically, the task involved reviewing whel certain types of open space (i. e, golf courses, power1 easements, private open space) should count towards the
Open Space Performance Standard of the Growth Management PI
The task also involved whether there should be a new Grc
Management Performance Standard for water availability and solid waste. Task No. 2 was assigned to an ad hoc subcommil consisting of the six members of the Citizens Committee Study Growth and five members of the Open Space Citiz Committee. The ad hoc subcommittee met on June 14, 1990 their detailed recommendations are contained in the attac
memorandum to the Planning Director from the Growth Manager
Division dated June 20, 1990. In summary, the part of the 1
involving what counts toward the 15% Performance Standard
deferred to the newly-created Open Space Advisory Commit1 Several recommendations were made with regard to wi
availability. Finally, it was recommended not to have a grc
management standard for solid waste.
Task No. 3 involves addressing whether there should be spec: standards (i.e, acres/population) for each type of recreatic and open space use. This task was assigned to an ad
subcommittee comprised of three members from the Parks Recreation Commission and five members from the Open SI
Citizens Committee. The ad hoc subcommittee met on June
1990 and their detailed recommendations are contained in
attached memorandum to the Planning Director from the Parks
Recreation Director dated June 15, 1990. In summary,
issues involved in this task were deferred until an Open SI
and Conservation Resource Management Plan is propared whicl
a later task in the Open Space Work Program.
Both ad hoc subcommittees have now completed their tasks i
if approved by the City Council, staff is recommending that
subcommittee recommendations be incorporated into the propor
pending Planning Commission and City Council public hearing
consideration.

TASK 2.A. - 15% OPEN SPACE STANDARD RECOMMENDATION
Item 2.A. of the Open Space Work Plan adopted by the City Council on January 2, I
is referred to the Open Space Advisory Committee for recommendation, after that b
is able to review the existing inventory of open space, parks and recreation uses.
TASK 2.8. - WATER AVAILABILITY STANDARD RECOMMENDATION
It is recommended to the City Council that at the declaration of Stage 4 by any w
district serving the Citizens of the City of Carlsbad that building permits in that area wc
cease to be issued.
A motion was made that the Ad Hoc Committee recognizes that water planning is
important part of our future and that it is recommended that the City Council have
appropriate existing Commission identify all options and do a necessary long range F
for water (e.g. reclamation, desalinization, etc.).
A motion was made that the Conservation Element be amended to include a plan wt
is derived from the process recommended above.
It was recommended that City Council direct staff to investigate necessary addition:
the water conservation measure at a Stage 3 alert.
It was recommended to defer the issue of the 10 day standard in the Gro!
Management Program to the City Council.
TASK 2.C. - SOLID WASTE STANDARD
It is recommended to the City Council that a standard for Solid Waste in the Gro\
Management Program is not necessary or appropriate in light of AB 939.

A motion made by Faye Round and seconded by Court
Heineman received unanimous support (7-0). The mot

FUTURE respectfully requests clarification of the status
of this ''new" Open Space Element in relation to the City's
May 22 decision to conduct a comprehensive update of the
entire existing General Plan.
Is it the City's intent to (1) replace the existing Open
Space and Conservation Element by formally adopting a new
element prior to the comprehensive General Plan review?
Or (2) will the ''new" Open Space Element merely replace
the "reformatted" version accepted by the council on May 22
for use as a "working resource document". ..during the "formal,
comprehensive update!'?
If the first, FUTURE stro9y objects to the adoption of
any new General Plan Element on the eve of the comprehen- sive General Plan Update--without regard to its effect on
acknowledged inconsistencies and incoherencies alieady troublir
the existing General Plan, without adequate public discussion
and review, and without an Environmental Impact Report. Such
action would, at the very least, compromise the update and prejudice its outcome.
If the second, FUTURE notes that the recommendations of the various subcommittees differ to varying degrees from the recommendations of the Citizens Open Space Committee.
We would appreciate clarification of the status of the
''new'' Open Space & Conservation Element in the upcoming
General Plan review prior to council action on AB 10677 and
ask that our remarks be entered into the public record lof these proceedings.
