ITEM EXPLANATION
The City Council, at your meeting of June 19, 1990 in
this year's contract with San Diego County for anime
services, included provisions asking the County to COI
practice of not providing animals from the North Cour Shelter to USCD for research purposes. It also directel obtain a report from the County on the disposition c impounded within the City. Attached is Resolution No
which puts the City Council firmly on record as oppos
practice of using unclaimed stray animals from the City o
for research purposes.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA OPPOSING THE USE OF STRAY ANIMALS FOR RESEARCH PURPOSES.
WHEREAS, the City Council of the City of
California is opposed to the use of unclaimed animals
from territory within the City of Carlsbad for research
NOW, THEREFORE, BE IT RESOLVED by the City Coui
City of Carlsbad, California, as follows:
1. That the above recitations are true and c

County Animal Shelter be discouraged from selling or g
any unclaimed or stray animals in their possession whict

Dear Council Members:
I want to call the council's attention to the fact that t
San Diego County Department of Animal Control has recent1 expanded pound seizure beyond the Bonita pound to include central "shelter',' which for many years has been exempt f pet sales to UCSD's research labs.
As usual, it is difficult to get definitive information f Animal Control, so we still do not know whether this expa
of pound seizure represents a net increase of pets going UCSD, or whether the Palomar Road facility might also be
geted for pet sales under an unannounced r;rew policy.
Since your'council is already on record by contract adden as disapproving pound seizure, this year S.T.O.P. will be asking that you enact an ordinance prohibiting the sale 1: Animal Control of any pets picked up in this city.
This action has been taken by many cities in Los Angeles County (including L.A. City) and in hundreds of towns anc cities across America where Animal Control is provided by
the county.
Unfortunatley, such a move r\r. ~GUL part will not end pour seizure in San Diego County but will protect your constit ant's pets and will place Carlsbad firmly in the colun
of those cities opposed to sending pets to research labs.
Enclosed for your consideration are some backup material5 documents that I hope will help clarify the issue.

CITY OF POWAY AND COUNTY OF SAN DIEGO
I.
THIS AMENDMENT, dated for the purposes of reference on] June 12, 1990, is made by and between the County of San Die( (hereinafter referred to as "Countyg1), and the City of Powai (hereinafter referred to as 'fCity11 ) ,
WITNESSETH
WHEREAS, the City and County on or about June 6, 1989 entered into an agreement concerning the provision of specif animal control services by the County to the City; and
WHEREAS, the City desires to continue to contract with County for the performance within Its boundaries of the desc animal control services; and
WHEREAS, the County is willing and able to continue to render such services on the terms and conditions set forth 1

WHEREAS, the contract and this amendment are authorizec provided for by the provisions of Section 500.4 of Article \ the Charter of the County of San Diego and Sections 51300 et

WHEREAS, public fear of animals being used in medical experimenl
prevents some people from taking pets or strays to the County Animal
Shelter; and
WHEREAS, animals left free to roam add to the pet surplus and
increase the cost of animal control; and
WHEREAS, animal shelters should sene primarily as a sanctuary
for animals and not a source of inexpensive animals for experimentat

termining the effects of drugs and chemicals on humans without using
animals; and
WHEREAS, animals from many Orange County cities are often sold
research purposes by the Orange County Animal Shelter; and
IiHEREAS, the City Council of the City of Buena Park would like
eliminate the practice of selling or giving away animals by the Oran
County Animal Shelter for research.
NOW, THEREFORE, BE IT RESOI!’S &at the City Council of the Cit
of Buena Park requests all cities in Orange County to encourage the
Animal Shelter not to sell or give away animals to any person or ore
