ITEM EXPLANATION: On April 17, 1990, the Carlsbad City Council approved the plans i for improving the alley between Oak Avenue and Carlsbad Villi Drive opposite Tyler Street. On May 30, the following three bids were received: specifications and authorized advertisement of construction b: Addax Construction Company, Inc. Purchasing Officer in association with the City Attorney's Off and Municipal Projects staff recommends that relief be granted the low bidder and the bid for this project be awarded to ' second lowest responsive, responsible bidder, Frank & Son Pavi: Incorporated. Construction will begin in approximately one (1) month and requ approximately two (2) months to complete. However , construction documents strictly limit the length of time the a1 is closed to vehicular traffic to no more than two (2) wee Pedestrian access to homes and businesses will be maintained at times. All homes and businesses in this area have alternat access off the adjacent streets. The new alley improvements include replacement of the bro asphalt and construction of a new concrete gutter along the cen of the alley to improve drainage. Staff recommends award of Tyler Street alley improvements to Frank & Son Pavi Incorporated.
