RECOMMENDED ACTION:
Council appoint a two-member Council Subcommittee to coordinate with the I
City Council Subcommittee to review and authorize environmental studies on 0'
Road between Rancho Santa Fe Road and El Camino Real.
ITEM EXPLANATION:
In recent months, staff has been working with the City of Encinitas staff to dl
program to establish a final alignment and design program for Olivenhain Road
Rancho Santa Fe Road and El Camino Real.
This segment of Roadway has been identified as a required project in Local ,
Managment Zones 11 and 12. The road segment is also required as a conditic
Arroyo La Costa Master Plan development.
Carlsbad and Encinitas staff have completed a preliminary alternative anal)
environmental evaluations. The next step is the preparation of an Environmente
Report and the approval of final alignment by both City Councils.
Upon adoption of the final alignment, the project design may be completed
roadway constructed.
In order to facilitate review and cooperation between the two Cities, it is recom
that a Council Subcommittee be established in each City to review the alignmer
throughout the process. The City of Encinitas has approved this approach
appointed Mayor Slater and Councilwoman Gaines as their representatives.
If Council concurs in this approach, it would be appropriate to appoint two mer
meet with Encinitas to review potential alignments and the environmental review F
