ITEM EXPLANATION: The Historic Preservation Commission has held public meetings on the above listed sites and found they meet criteria for designation as historic points of interest. All of the properties are privately owned. Point of Interest Designation is used for a cultural resource that does not meet criteria for landmark designation but is of such significance as to warrant inclusion in the Historic Resource Inventory. Point of Interest designation does not require owner consent and is done only to recognize the resource, allow for documentation through video and photos, and to determine possible placement of markers at the site. Point of Interest may be used for a site that has been, or will be, razed or relocated. ENVIRONMENTAL REVIEW: The Planning Director has determined that the designation of Historic Landmarks and Points of Interest do not require environmental review. RECOMMENDATION That the Historic Preservation Commission ADOPT Resolution No. 18 recommending that the City Council designate the Highland Bungalows as a Historic Point of Interest. II. DESCRIPTION Located at 3262-64 Highland Drive, these lath and plaster structures are examples of the mid-western style of architecture. The one and one-half story structures have a full basement and attic, which is unusual for this area. They have gabled roofs, one being a hipped gable. They were built around 1926. ANALYSIS The site qualifies for designation as a Historic Point of Interest under Section 22.06.020 of the Municipal Code. The houses are among the oldest in Carlsbad. They were designed by Mr. Robert Baird. The Baird family owned and occupied one of the structures while the other was owned and occupied by the Claude Fennel family. Mr. Fennel was one of the early realtors in Carlsbad, donating Carlsbad's first street signs. Mr. Baird was the IV. . . manager and resident planner for Simpson's Hardware Store . . .I! RFCOMKF,NDATION That the Historic Preservation Commission ADOPT Resolution No. 19 recommending that the City Council designate the Gage House as a Historic Point of Interest. II. DESCRIPTION Located at 3080 Lincoln Street, the two story residence which'was built around 1935 is now the centerpiece of the Monterey Condominiums. The first floor is constructed of brick and the second floor of wood. It has a wood shake roof with balconies extending the full length of the east and west sides. The detailing reflects a Monterey architectural style. ANALYSIS The site qualifies for designation as a Historic Point of Interest under Section 22.06.020 of the Municipal Code. This structure is significant as on the older structures in Carlsbad and because the owner, Luther Gage, was in part responsible for bringing Carlsbad "Floral Fame." Mr. Gage I a nurseryman, developed a number of bulbs. He first developed winter lVgladsVt and freesias, then turned his energies to developing new strains of freesias ranuculus and anemones. These bulbs were patented under the t'Tecoloteff label and shipped to ports as near as Los Angeles and as far away as France and Holland. A legacy left by Mr. Gage is the floral blankets of brilliant color that covers the hills overlooking the ocean in South Carlsbad. As well as being an astute business man, Mr. Gage was a community leader serving as President of the Chamber of Commerce in 1924, Director of Carlsbad Mutual Water Company, and President of the Oceanside Rotary Club. Mr. Gage's wife, Olive Carey Gage, was also active in the Community serving as a Charter Member of the Carlsbad Women's Club. 4 III. RECOMMENDATION That the Historic Preservation Commission ADOPT Resolution No. 20 recommending that the City Council designate the Hart Building as a Historic Point of Interest. II. DESCRIPTION Located at 2950 State Street, the one story structure, built approximately in 1916, stands alone flanked on both sides by large commercial storefront buildings. It is a small sguarish stucco building with a flat roof. It has two front doors that adjoin and each has a window with molded arches and flat openings flanking the outside. To the side of the windows are ornamental indentations with semi circular tops that may have been fixed windows at one time. ANALYSIS The site qualifies for designation as a Historic Point of Interest under Section 22.06.020 of the Municipal Code. This structure is significant because it is one the oldest buildings in the downtown business district and it housed the South Coast Land Company. The South Coast Land Company was the one business most responsible for Carlsbad's growth, both in terms of population and economic expansion. Through its acquisition of the Carlsbad Land and Mineral Water Company and the formation of the Carlsbad Mutual Water Company, water was brought to Carlsbad. With the company's focus on Carlsbad's potential for agriculture and general development, expansion began. It was in response to the company's advertisements that attracted some of what would come to be Carlsbad's most prominent citizens. Among them were Roy G. Chase, Sara Troutman and Marion Holmes. Mr. William T. Hart, the owner of the building and an agent for South Coast Land Company, was also an active civic leader. He served as President of the Chamber of Commerce in 1926, on the State and Beach Commission and as a member of the Rotary Club. III.
