ENG:MP PROGRAM FOR FISCAL 1990-91 CITY MC RECOMMENDED ACTION: Adopt Resolution No.fb 5 approving an extension of the agreemei between the City of Carlsbad and Tekmarine, Incorporated for tl annual Carlsbad Sand Survey and Beach Profile Program for fisci 1990-91. ITEM EXPLANATION: On August 18, 1987, the City Council adopted Resolution No. 921 approving an agreement with Tekmarine, Incorporated to resume tl Carlsbad Sand Survey and Beach Profile Program. During fiscal ye 1987-88, Tekmarine, acting as coastal engineering consultants the City and the City’s Beach Erosion Committee, performed detail beach surveys and profiles as well as related studies concerni the condition of Carlsbad’s beaches. Tekmarine has proven to be invaluable resource tothe City acting in an independent consulta The Ci capacity focusing on Carlsbad’s coastal resources. Council approved an extension of the Consultant Agreeme continuing the Beach Profile Program for fiscal year 1988-89 a thereafter for fiscal year 1989-90. The existing agreement between the City and Tekmarine enables t City to extend the beach survey program from year to year. St? recommends approval of the extension for the services for fisc 1990-91. In 1987, the Beach Erosion Committee and City staff conducted extensive consultant selection process resulting in t recommendation the City retain Tekmarine, Incorporated. The C; Council subsequently awarded the existing consultant agreemei Because of the nature of the coastal engineering work, the level experience and expertise involved, and the value and economy maintaining continuity over an extended period of time with one consulting firm, staff recommends continuing the professio relationship with this firm. FISCAL IMPACT: Continuing the Carlsbad Sand Survey and Beach Profile Prog through fiscal 1990-91 will total $26,272. The City Council previously appropriated funds in the Municipal Projects Departm 1990-91 operating budget for these services. EXHIBITS: 1. Cahill Municipal Projects Division City of Carlsbad 2075 Las Palmas Drive Carlsbad, CA 92009-4859 Subject: Carlsbad Sand Survey and Beach Profile Program Dear John: I am pleased to submit our proposal to continile the subject proq through FY 1990-91. Our proposal is based on the assumption that the progcam will continued using the current range lines and survey/report frequencies as presently contracted. In accordance with discussion on June 22 at Carlsbad, my bi-monthly visits reconnaissance reports summarizing these visits will be charged the FY 1990-91. All other elements of our existing contract regards to number of copies of reports, my attendance at Commit meetings following the submission of the April and October SUL results, etc., shall remain the same. We propose to accomplish the FY 1990-91 program for a fee $26,272. In estimating the budget, we have decided to retain 1989 costs for direct labor and ODC's, ignoring the cost of lik increase during the past year which is rated at 3 percent. TI- the costs for each survey will be $10,628 as before, and those the two semi-annual surveys $21,256. The costs for my bi-mont visits and reconnaissance reports are, again retaining the 1 direct labor cost and waiving charges for automobile mileage photography: $6,399 (= $7ll/day x 1.5 dayspisit x 6 visits). total costs combining the two semi-annual surveys and thc reconnaissance visits for the FY 1990-91 are then $27,655. We I- decided to scale down this estimate by 5 percent, to bring total proposed budget to $26,272. Please give me a call should you have questions or concerns I, our proposal.
