REPLACE THE JIM BRIERLY PLAQUE AT
Adopt Resolution No. 90 -309 renaming Macario Canyon Park to the City of
Carlsbad Veterans Memorial Park, and placing a marker/archway at the entrances
of the park when it is developed, and authorize replacement of the Jim Brierly
plaque at the Pine Street Athletic Field in coordination with the Carlsbad School
District.

In March 1989, City Council appointed a Veterans Memorial Committee to identify
and recommend an appropriate veterans memorial for Carlsbad, identify the
location or possible locations for the memorial and recommend the amount of
funding for the memorial.
The Veterans Memorial Committee recommends that Macario Canyon Park be
renamed the City of Carlsbad Veterans Memorial Park. This park is centrally
located in the City, and because it is a future park, the name change would
require no expense. It was a unanimous decision on the part of the committee.
In addition to renaming the park, the committee also recommends that a
marker/archway be placed at the entrances indicating the park is a memorial. (See
attached drawing). Because this marker will be built in the future, the drawing is
simply a guide to indicate the intention of the marker. Council is asked for
conceptual approval at this time.
The Parks and Recreation Commission considered this recommendation at its
regularly scheduled meeting on May 21,1990 and endorses the recommendation.
Some members of the Commission wanted something to be done sooner to
honor Veterans.
The Committee also requests that the City authorize replacement of the James K.
Brierly plaque at the James K. Brierly Athletic Field, commonly known as the Pine
Street Athletic Field.
Jim Brierly was an athlete at Carlsbad High, graduated, went to West Point, then
to Vietnam and was killed in action in 1965. The School District named the Pine
Street athletic field after him. A plaque was placed on a piece of rock in the back
of. Pine School that eventually came loose and has either been stolen or lost.
When the remodel of the School District offices/Senior Center was done no one
noticed this plaque was missing. Some members of the community, not knowing
that the field was already named, wished to name it the Dean Harold Field. The
Committee thought it was important that the plaque be replaced so this confusion
would not happen in the future.

If City Council wishes to authorize replacement of the Jim Briely plaque, the
request will go to the School Board, since the District owns the property, for its
endorsement and to coordinate the placement.
This completes the tasks of the Veterans Memorial Committee as outlined by City
Council and it is staff's recommendation they dissolve the committee at this time
unless there is further business for the committee to consider.
FISCAL IMPACT
There is no cost related to the renaming of Macario Canyon Park to The City of
Carlsbad Veterans Memorial Park. There is a cost for the design and fabrication
of a marker and signage designating the park as a memorial. However, because
development of the park is in the future, it is impossible to determine the cost at
this time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, RENAMING MACARIO CANYON PARK TO THE CITY OF
CARLSBAD VETERANS MEMORIAL PARK AND TO REPLACE THE
JIM BRIERLY PLAQUE AT THE PINE STREET ATHLETIC FIELD.
WHEREAS, in March 1989, City Council appointed a Veterans Memorial Committee to
identify and recommend an appropriate veterans memorial for Carlsbad and identify the
location or possible locations for the memorial; and
WHEREAS, the Veterans Memorial Committee recommends that Macario Canyon Park
be renamed the City of Carlsbad Veterans Memorial Park and placing a markedarchway at
the entrances of the park when it is developed; and
WHEREAS, the Veterans Memorial Committee also requests the City authorize
replacement of the Jim Brierly plaque at the Pine Street Athletic Field.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California as follows:
1. That the above recitations are true and correct.
2. That Macario Canyon Park be renamed the City of Carlsbad Veterans Memorial
Park and place a markedarchway at both entrances of the park when developed.
3. That the Jim Brierly plaque at the Pine Street Athletic Field be replaced.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the
city of Carlsbad, California, held on the 2 I st day of August , 1990, by the following vote,
to wit:
AYES: Council Members Lewis, Kulchin, Larson, Mamaux and Pettine

Veterans Memorial Committee
June 21 , 1990, 4:OO PM
Council Chambers
Present: Wayne Bischoff, George Heard, Milton Cooper, John Mamaux, Mayor Lewis,
Joe Eggleston
Staff: Connie Beardsley
Absent: Tom Irwin, Ana Knox, Robert Sullivan, Jim Stachoviak, Mark Pettine, Joan
McEnery
The meeting was called to order at 4:08.
Discussion
Mayor Lewis appointed Joe Eggleston as a full member of the committee, replacing Joan
McEnery who informed the Arts Office she was resigning.
Committee members discussed the Parks and Recreation Commission’s approval of
renaming Macario Canyon Park to the Veterans Memorial Park and approval of the
concept of placing of markers at each entrance. A motion was made to accept Parks
and Recreation’s approval and carry this item forward to City Council. It was stated this
item could go before Council in two to three weeks. Mrs. Beardsley asked for clarification
from the committee on when to put the design of the archway along with an estimate of
the cost before Council. Mr. Mamaux stated he thought that funding should be a
budgetary item to come before Council when the park is developed. The committee
agreed that the item to go before Council now is the renaming of the park and
conceptual approval of a marker.
The committee then moved on to discussion of the Jim Brierley Plaque. Mr. Mamaux
gave a brief history of Mr. Brierley’s life. Jim Brierley was an athlete at Carlsbad High,
graduated, went to West Point, then to Vietnam and was killed in action in 1965. Mr.
Mamaux stated that Carlsbad was still a small town and this was an emotional time. The
School District named the Pine Street athletic field after him as part of this emotion. A
plaque was placed on a piece of rock in the back of Pine School that eventually came
loose and has either been stolen or lost. When the remodel of the School District
Offices/Senior Center was done no one noticed this plaque was missing. When Fireman
Dean Harold died, there was a lot of sentiment to name buildings and grounds after him
and some wanted to name the ballfield after Mr. Harold. Jim Brierly’s mother stated that

the field was named after her son. Mr. Mamaux further added that he started researching
this and discovered that the plaque was missing and everyone had lost interest in it. Mr.
Mamaux stated that he thought it would be nice if this committee were to include in its
activities recommending that the City Council contract with the School District to replace
the plaque in a suitable manner so that we don’t have the same embarrassment in the
future. He felt that this should not be an expensive item. A plaque could be placed on
a rock bigger than one in the ground and bolt it in and anchor it in such a way so it can’t
be taken out. He also stated that he felt we owed that to the mother and that was the whole purpose of the agenda item, He added that he knew it was not part of the
memorial for which this committee was formed but felt that a statement from this
committee to the Council to do it would serve several purposes. It would let the
community know the City is interested and would certify the argument that we can’t take
Brierley’s name down and put Harold’s name up.
Mr. Bischoff did not see a problem with the committee handling this item. Milt Cooper
made a motion to accept this item. The committee voted unanimously to do so. The
Mayor informed Mrs. Beardsley this item could be brought back to the Council at the
same time as the park agenda bill.
The meeting adjourned at 4:15 p.m.
