RECOMMENDED ACTION: Direct staff to begin studies of land uses in the barrio area of Carlsbad (the area bounded by Elm Avenue on the north, the railroad tracks on the west, the freeway on the east and Tamarack Avenue on the south) in conjunction with the revision of the Redevelopment Plan. ITEM EXPLANATION: Council Member Mamaux asked that this item be placed on the agenda and suggests that the issues of land use and any future public facility improvements in the barrio area need to be addressed. It is suggested that staff be asked to begin studies of the land uses in that area in conjunction with the revision of the Redevelopment Plan. This analysis can and should include either expanding the existing Redevelopment Area, or creating a new Redevelopment District. EXHIBITS: 1. Other issues that need to be addressed are the land uses and any future public facility improvements. It is suggested that the staff be asked to begin the studies of the land uses in that area in conjunction with the revision of the Redevelopment plan. This analysis can and should include either expanding the existing Redevelopment area (probably not a good idea, but an option), or creating a new Redevelopment district. Once the staff analysis has been completed, it may well be necessary to appoint a citizens committee to work with the property owners, the staff and other affected parties to make sure we are looking carefully at all areas within the City of Carlsbad. Our concern for the barrio has grown out of our studies of the Northwest Quadrant and the history of development of this, the oldest part of the city, the place where Carlsbad began. If this study is undertaken, we recommend that a cross section of the property owners and residents of the barrio be involved from the beginning in the process. Our dream has been to revitalize the area, we have started by remctdel i ng "Lul a"s Market and Del i I' and we bel ieve that we have dcme a gol:~d .job. We are extremely prtxtd uf our ef .I:I:trts and lie1 ieve the Deli is an as:set t1:1 our community.
