IMPROVEMENTS TO THE LA COSTA AVENUE AND INTERSTATE 5 INTERCHANGE

responsibilities for the proposed La Costa Avenue and Intersta
Interchange.
ITEM EXPLANATION:
CALTRANS has approved the Project Study Report (PSR) for th Costa Avenue and Interstate 5 Interchange. The completion approval of this report represents a major step forward in development of the proposed La Costa Avenue/I-5 Interch
project. The completed PSR will allow the City to proceed witF remaining preliminary engineering and design tasks leading to identification of a design concept for final construction plans specifications. The attached cooperative agreement between City and CALTRANS defines the responsibilities of each agency
the remaining desiqn and development tasks. In accordance
CALTRANS’ established procedures, the City is required to der with the State the sum of $300,000 for CALTRANSI review
development/coordination costs. The City will take the lead the implementation of the project and be responsible for
remaining phases. CALTRANS will provide review for compliance
State design standards and regulations. This cooperative agree is identical to one previously approved by the City Council foi Palomar Airport Road and Interstate 5 Interchange.
As the jurisdictional boundary between the City of Carlsbad City of Encinitas traverses the proposed La Costa A\ Interchange area, City staff has discussed with the CiQ Encinitas staff a joint City development of the project. S
recommends a continuation of the dialogue between the two
Agencies regarding joint development and financial participatic the ultimate design and construction of the project. Staff fui recommends that design options be explored to potentially phas
construction thereby reducing costs to Carlsbad in the. E
Encinitas is unable or unwilling to participate at this time.

As the City Council authorizes staff to proceed with construction of the 1-5 interchanges, it is important to unders
how funding for these projects will ultimately be secured.
Costa Avenue Interchange. First, the 1990-91 Capital Improve
Program schedules the construction of the La Costa Av Interchange for fiscal year 1992-93. The interchange woulc constructed using a combination of Bridge and Thoroughfare Ben District fees and TransNet funds. In addition, the staf:
working on the creation of a Mello-Roos District which w guarantee the funding of three 1-5 Interchanges. The Mello- District anticipates the construction of the La Costa Av Interchange in fiscal year 1992-93 as shown in the CIP. No fun

COOPERATIVE AGREEMENT
This AGREEMENT entered into on I 19- between the STATE OF CALIFORNIA, acting by and through Department of Transportation, referred to herein as STATE, and
CITY OF CARLSBAD a body politic a municipal corporation of the St of California, referred to herein CITY.
RECITALS

with by CITY'S Director of Public Works or other offic designated by CITY and STATE'S District Director District 11, or his designee, and become a part of t Agreement as a supplement to this Agreement after execut
by the respective officials of the parties.
Prior to award of a construction contract, CITY may termin
PROJECT and this Agreement in writing, provided CITY F 9.

This Scope of Work outlines the specific areas of responsibili
