ITEM EXPLANATION Since October 1989, the County of San Diego has been conducting a Noise and Land Usc Compatibility (FAR Part 150) Study concerning McClellan - Palomar Airport. The FAR Par 150 Study consists of two parts: Airport noise exposure maps, and a noise compatibility program The noise exposure maps depict the existing and forecast noise exposure areas and levels arounc the Airport. The Noise Compatibility Program includes ways to lessen the extent and effects o aircraft noise on people living and working in the Airport environs; ensure that existin compatible land uses will remain compatible in the future; and, develop an ongoing process t implement the program recommendations. The draft FAR Part 150 Study has been prepared and does contain proposed changes in Airpo aidground operations for noise abatement and proposed land use for noise mitigation. Th following is a summary of those recomrnenda tions: NOISE ABATEMENT Operations Measures ON THE FEDERAL AVIATION ADMINISTRATION NOISE CITY AND LAND USE COMPATIBILITY (FAR PART 150) 1. 2. 3. 4. Raise the traffic pattern altitude. Increase ILS and VAS1 angle from 3.2 to 3.76 degrees. Modify Oceanside VOR approach to maintain higher altitude over Carlsbad. Require visual departures proceeding to the coast from Runway 24 to turn to a 25( degree heading and fly through the gap between Solamar and Terramar. Develop jet standard instrument departure (SID) for Runway 24 operations to turn to 250-degree heading and perform a thrust cutback procedure at Interstate 5. Conduct a test in which Runway 24 arrivals would maintain gear and flap settings frc the outer marker until past Palomar West. Require jet arrivals to Runway 24 to use the ILS. Specify Runway 24 as the preferential runway. Increase the helicopter route altitude to 10oO feet MSL. 5. 6. 7. 8. 9. Ground Operations Measures 10. 11. Limit aircraft using the Airport to those operating at a maximum weight of60,000 pounds Require that there be no jet training. Implement a voluntary Stage 2 jet departure curfew between 10 p.m. and 7 a.m. Develop permanent noise monitoring system. Designate a noise abatement officer. Continue to have the Palomar Airport Advisory Committee act as a noise abatemer committee. Produce maps identifying the noise-sensitive areas around Airport. 18. NOISE MITIGATION 1. 2. Change the Airport Influence Area to reflect the new forecast noise exposure maps. Amend the noise elements of the City and County general plans to reflect the new nois exposure maps. Require all land uses inside the CNEL 65 be zoned as compatible land use. Require the granting of aviation easements for all new noise-sensitive land uses inside tl CNEL 65. Ensure that all properties inside the CNEL 65 include the aircraft noise levels in the f3 disclosure statement. Encourage that the agricultural area west of the Airport remain an agricultural presen 3. 4. 5. 6, Staff has had an opportunity to review these recommendations. Attached is a copy of the St2 comments. r m e s TO: CITY COUNCIL FROM: Planning Department SUBJECT: Comments on the FAR Part 150 Study - McClellan Palomar Airport The Planning Department has reviewed the recommendations found in the McClellan Palomar Airport, FAR Part 150 Study and has the following comments. 1. Studv Recommendation: That the agricultural area west of the Airport (Eck property) remain in permanent agricultural preserve. The City does not have a land use designation for permanent agricultural preserve. is, therefore, suggested that this property be designated for non-residential use. 2. Study Recommendation: That all land uses inside the CNEL 65 be zoned : compatible uses. Noise compatible uses, which are generally commercial and industrial, could potential adversely impact surrounding residential uses. Additionally, if a substantial sum I property is determined to be within the CNEL 65, the rezoning of this land could res1 in an exorbitant amount of non-residential uses in this area of the City. It is, therefor suggested that all noise sensitive uses within the CNEL 65 be reviewed and th appropriate steps be instituted to limit the impact of noise in these areas. Mitigatic techniques considered should include rezoning, special site design, and the use structural acoustic insulation materials. The mitigation tool used should be determint on a site-by-site basis.
