ClTYl MTG.&U$L PROPOSITION 70, THE CALIFORNIA COASTAL AND PARKLAND CONSERVATION ACT OF 1988/APPLICATION DEPT.P\~R FOR GRANT FUNDS CITY n RECOMMENDED ACTION: If Council concurs, adopt Resolution No. 90- 323 authorizing appl icati for grant funding for a passive/active development of a portion of Hc Grove. ITEM EXPLANATION The State Department of Parks and Recreation has notified the City Carlsbad that our agency has been allocated on a per capita basis, $172,( under Proposition 70, The California Wildlife Coastal and Park Li Conservation Act of 1988. This Per Capita Progam of the 1988 Park Bond I requires no matching funds. 1991 is the third and final year of the thi year funding cycle established under the grant provisions. The deadline . application is September 15, 1990. On May 5, 1990 staff submitted the following projects to the Parks i Recreation Commission in consideration for grant funding. In addition st, requested that the Commission also discuss alternative projects of thc choice for consideration. 1. Larwin Park Development 2. Alta Mira Acquisition/Development 3. NW Quadrant Park Land Acquisition 4. Carrillo Ranch Restoration/Stabilization 5. Hosp Grove Development/Enhancement After discussion, the Commission by a vote of 6-1, recommended to apply . $172,000 grant for a development concept of a passive/active nature tc portion of Hosp Grove, approximately (5.5) acres in size. The Commiss further directed staff to prepare a conceptual development plan and reti to the Commission for further review. On June 18, 1990 the Commission unanimously voted, 6-0 to accept . development plan and recommended to the City Council that funding for tl project in the amount of $172,000 be applied for under the provision of . State 1988 Park Bond Act. The subject portion of Hosp Grove is immediately south of the Buena Vi Lagoon and the duck feeding area along Jefferson Street. Proposed amenit recommended for development in the conceptual plan include a passive/act scenario which will provide picnic facilities, tot lot amenities, park areas, minimal landscaping, pathways, and will provide and overl enhancement to the existing character of the site. The project was desigi to require minimum grading and maximize the aesthetic nature of the Bui Vista Lagoon and expand the recreational experience associated with the dl feeding area. 0 0 PAGE 2, AB# /? fa/ Staff will make a presentation outlining the design concepts and amenitie associated with the development. If the Council concurs with the conceptua plan, it is recommended that you approve the attached resolution and Gran application, which will indicate the Citys intent to collect the availabl grant funds. FISCAL IMPACT Staff has prepared a preliminary estimate of $172,000 for the propose development concept. General Construction (Estimate) - 130,000 Administration and Design - 33,000 (25%) Contingency - 9,000 TOTAL ESTIMATED PROJECT COST $172,000 Annual maintenance and operation impact is estimated to be $12,500 and wil be incorporated in the FY 91-92 budget request. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING APPLICATION FOR GRANT FUNDING FOR A PASSIVE/ACTIVE DEVELOPMENT OF A PORTION OF HOSP GROVE. WHEREAS, the people of the State of California have enacted 1 California Wild1 ife, Coastal and Parkland Conservation Act of 1988, wh- provides funds to the State of California and its political subdivisions 1 developing facilities for public recreational and open space purposes; a WHEREAS, said procedures established by the State Department of Pa and Recreation require the applicant to certify by resolution the appro of application before submission of said application to the State; and WHEREAS, said application contains assurances that the applicant m comply with; and WHEREAS, the applicant will enter into an agreement with the State California for acquisition or development of the project; NOW, THEREFORE BE IT RESOLVED, that the City of Carlsbad hereby: 1. Approves the filing of an application for the Per Capita Gr Program under the California Wildlife, Coastal, and Park1 Conservation Act of 1988, State grant assistance for the ab project; and certification in the application form; and Certifies that said applicant has or will have sufficient fh to operate and maintain the project; and 4. Appoints the City Manager as agent of the City of Carlsbad conduct a1 1 negot i at i ons, execute and submit a1 1 docume including, but not 1 imited to applications, agreemer amendments, payment requests and so on, which may be necess for the completion of the aforementioned projects. 2. All State requirement must be met and an agreement signed before any funds will be disbursed. An audit may be performed before or after final payment. Project location map (city or county) with enough detail to allow a person unfamiliar with the area to locate thl project. Evidence of adequate land tenure (lease, joint powers agreement, etc.).
