ITEM EXPLANATION;
The current edition of the City of Carlsbad Landscape Guidelines Manual was adopted
by the City Council in 1983. The purpose of the manual is to outline for developers and
their landscape consultants the City's policies towards landscaping. The policies of the
manual apply to all developments within the City where landscape plans are required to
be submitted in conjunction with building or grading permits.
Staff has now revised the Landscape Guidelines Manual to address new issues and
incorporate state of the art concepts.
The basic revisions include:
1. Strengthening the document by eliminating the term "Guidelines" from the
title and creating more specific requirements (vs. suggestions).
2. Adding a '"Water Conservation" element which requires water saving
irrigation techniques and limits lawn areas.
3. Revising the "Landscape Themes" along major arterial roads to include
specifying shrub types within roadway medians and coordination with
existing conditions.
4. Generally coordinating standards with other City departments and
updating technical requirements with current landscape industry standards.
The draft Landscape Manual has been circulated to other departments for review as well
as to other outside agencies and professional organizations (i.e., American Society of
Landscape Architects, California Landscape Contractors Association, etc.) and comments
received have been incorporated where appropriate.
